EXPRESSING DEEPEST CONDOLENCES ON THE PASSING OF FRANCIS HENRY | |

1 | WHEREAS, It is with great sadness that this Senate has learned of the passing of Francis |
2 | Henry Smith, the loving husband for thirty years to Mary Ellen Smith, and the devoted father of |
3 | Emily Florence Smith, Patrick Henry Smith and his wife, Jillian, John Henry Smith, Matthew |
4 | Henry Smith, and Benjamin Henry Smith; and |
5 | WHEREAS, Mr. Smith was the son of the late Robert and Thelma Smith and the brother |
6 | of Madonna Smith, Roberta M. Bloomer and her husband, William, and the late Marjorie |
7 | Garrahan. He was also the uncle of several nieces and nephews; and |
8 | WHEREAS, Although born in Providence, Mr. Smith grew up in Smithfield, and was a |
9 | graduate of La Salle Academy. He continued his education, earning his Bachelor of Arts degree |
10 | from Rhode Island College, and his Master's Degree in Public Administration from Suffolk |
11 | University. He had been employed as the Executive Director of the Smith Hill Community |
12 | Development Corporation; and |
13 | WHEREAS, Active in his faith, Mr. Smith was a parishioner at St. Pius V Church, and |
14 | during his youth, had been a member of St. Philip Church. He was a well-respected and widely- |
15 | admired member of the community and had spent much of his adult life volunteering and serving |
16 | in leadership positions for numerous nonprofit groups; and |
17 | WHEREAS, Francis Smith was blessed with the love of his family and many friends, |
18 | and in return, he gave back to others with sincere generosity and an open heart, and he will be |
19 | sadly missed; now, therefore be it |

1 | RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations |
2 | hereby expresses our deepest sympathies on the passing of Francis Henry Smith, and even though |
3 | we are diminished by this loss and mourn his passing, so must we celebrate the spirit and |
4 | kindness with which he lived every day of his life; and be it further |
5 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
6 | transmit duly certified copies of this resolution to Mrs. Mary Ellen Smith and family. |
