S E N A T E   R E S O L U T I O N

RESPECTFULLY REQUESTING THE RHODE ISLAND DEPARTMENT OF HUMAN

SERVICES TO DEVELOP A PROPOSAL CREATING A TIERED REIMBURSEMENT

SYSTEM FOR LICENSED CHILD CARE CENTERS AND FAMILY CHILD CARE

PROVIDERS WITH HIGHER RATES BEING ISSUED TO PROGRAMS RECOGNIZED AS

"HIGHER QUALITY"

     WHEREAS, Although parents may send their children to child care centers and family

2

child care providers out of necessity, there are benefits for the children as well; and

3

     WHEREAS, Studies have shown that children in high quality child care education have

4

better math, language and social skills as they enter school, and as they grow older; and

5

     WHEREAS, Caregivers in Rhode Island need adequate support, such as proper funding

6

and continuing education, in order to effectively care for children; now, therefore be it

7

     RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations

8

hereby respectfully requests the Rhode Island Department of Human Services to develop a

9

proposal creating a system of tiered reimbursements for licensed child care centers and family

10

child care providers with higher rates being issued to programs recognized as “higher quality” by

11

the department’s quality rating; and be it further

12

     RESOLVED, That this Senate respectfully requests that the proposal include specific

13

programs to support quality improvement and advancement in the department’s quality rating

14

system as well as comprehensive workforce development programs to assist licensed child care

15

providers to pursue high school equivalency diplomas, associate’s degrees, bachelor’s degrees,

16

college credits in early child care and education, and any other program deemed necessary; and

17

be it further

     RESOLVED, That this Senate hereby respectfully requests that the written update be

submitted to the Senate President on or before December 31, 2015; and be it further

2

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

3

transmit duly certified copies of this resolution to the Honorable Gina Raimondo, Governor of the

4

State of Rhode Island, and the Director of the Rhode Island Department of Human Services.
