CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY STREAMLINING NEW | |
BUSINESS STARTUP PROCESSES | |

1 | RESOLVED, That a special legislative commission be and the same is hereby created |
2 | consisting of thirteen (13) members: three (3) of whom shall be members of the House, not more |
3 | than two (2) from the same political party, to be appointed by the Speaker; three (3) of whom |
4 | shall be members of the Senate, not more than two (2) from the same political party, to be |
5 | appointed by the President of the Senate; three (3) of whom shall be representatives of the Rhode |
6 | Island small business community to be appointed by the Speaker of the House; two (2) of whom |
7 | shall be representatives of the Rhode Island corporate community to be appointed by the Senate |
8 | President; and two (2) of whom shall be members of the general public, one to be appointed by |
9 | each of the commission co-chairs. |
10 | In lieu of any appointment of a member of the legislature to a permanent advisory |
11 | commission, a legislative study commission, or any commission created by a General Assembly |
12 | resolution, the appointing authority may appoint a member of the general public to serve in lieu |
13 | of a legislator, provided that the majority leader or the minority leader of the political party which |
14 | is entitled to the appointment consents to the appointment of the member of the general public. |
15 | The purpose of said commission shall be to make a comprehensive study of the costs, |
16 | fees and procedures associated with starting a business in Rhode Island and provide |
17 | recommendations on ways to streamline the process. |
18 | Forthwith upon passage of this resolution, the members of the commission shall meet at |
19 | the call of the President of the Senate and the Speaker of the House and organize. The President |

1 | of the Senate and the Speaker of the House shall each select one member to serve as co- |
2 | chairpersons of the commission. |
3 | Vacancies in said commission shall be filled in like manner as the original appointment. |
4 | The membership of said commission shall receive no compensation for their services. |
5 | All departments and agencies of the state shall furnish such advice and information, |
6 | documentary and otherwise, to said commission and its agents as is deemed necessary or |
7 | desirable by the commission to facilitate the purposes of this resolution. |
8 | The Joint Committee on Legislative Services is hereby authorized and directed to provide |
9 | suitable quarters for said commission; and be it further |
10 | RESOLVED, That the commission shall report its findings and results to the General |
11 | Assembly on or before March 1, 2017, and said commission shall expire on June 1, 2017. |
