It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Section 12-21-10 of the General Laws in Chapter 12-21 entitled "Recovery |
2 | of Fines, Penalties, and Forfeitures" is hereby amended to read as follows: |
3 | 12-21-10. Disposition of recoveries. -- (a) Unless otherwise specially provided: |
4 | (1) All fines recovered shall be to the use of the state; |
5 | (2) All penalties and pecuniary forfeitures, one-half (1/2) to the use of the state and one- |
6 | half (1/2) to the use of the person who shall sue for it; and |
7 | (3) All forfeitures of personal property shall be disposed of as provided by law. |
8 | (b) Ten percent (10%) of all funds accruing to the state as provided in subsection (a) of |
9 | this section shall be deposited into a restricted receipt account, managed by the director of the |
10 | department of health, and expended as follows: |
11 | (1) To fund and ensure there exists a sufficient supply of naloxone for use in the cities |
12 | and town, with a special emphasis on making naloxone available to first responders, school |
13 | nurses, and others working with hard-to-reach and at-risk populations. The distribution of |
14 | naloxone shall be overseen by a medical director within the department of health. |
15 | (2) To fund and promote medication-assisted treatment delivery, including the use of |
16 | methadone, buprenorphine, and naltrexone, with an emphasis on reaching patients with an opioid- |
17 | use disorder. |
