A N   A C T

RELATING TO PUBLIC FINANCE -- STATE BUDGET

     Introduced By: Representatives Giarrusso, Costa, Trillo, Nardolillo, and Roberts

     It is enacted by the General Assembly as follows:

     SECTION 1. Section 35-3-3 of the General Laws in Chapter 35-3 entitled "State Budget"

is hereby amended to read as follows:

     35-3-3. Responsibility of budget officer for budget. -- The budget officer shall, under

the supervision of the governor, prepare the annual state budget, assembling, correlating, and

revising the estimates of revenues and requests for appropriations of the various departments of

the state government as well as all quasi-public corporations receiving or expending state

revenues and after this revision, shall prepare an itemized estimate of the appropriations

necessary to meet the financial needs of each quasi-public corporation, including a statement in

detail of all monies for which any general or special appropriation is desired listed as line items

for all expenditures thereof at the ensuing session of the general assembly.

     SECTION 2. This act shall take effect upon passage, and shall apply to any state budget

submitted on or after July 1, 2016.

BY THE LEGISLATIVE COUNCIL

RELATING TO PUBLIC FINANCE -- STATE BUDGET

     This act would require the budget officer to include in the annual state budget the

estimates of revenues and requests for appropriations of the various quasi-public corporations

presented in a line item format.

     This act would take effect upon passage, and would apply to any state budget submitted

on or after July 1, 2016.
