RELATING TO BEHAVIORAL HEALTHCARE, DEVELOPMENTAL DISABILITIES AND

HOSPITALS

     It is enacted by the General Assembly as follows:

     SECTION 1. Title 40.1 of the General Laws entitled "BEHAVIORAL HEALTHCARE,

DEVELOPMENTAL DISABILITIES AND HOSPITALS" is hereby amended by adding thereto

the following chapter:

CHAPTER 8.6

MENTAL HEALTH CONSUMER ADVOCATES OF RHODE ISLAND - OASIS WELLNESS

AND RECOVERY CENTER

     40.1-8.6-1. Short title. – This chapter shall be known and may be cited as the "Mental

Health Consumer Advocates of Rhode Island – Oasis Wellness and Recovery Center Act".

     40.1-8.6-2. Purpose. – To ensure that mental health consumer advocates of Rhode Island

are able to provide peer support, information, and education about the stigmatization of mental

illness, and work to effect positive change through legislative action and other advocacy

campaigns and through the oasis health and rehabilitation center offer a comprehensive program

of long- and short-term care and nursing services, ranging from advanced medical attention to

rehabilitation care to just a friendly, helping hand, and remain dedicated to the continuous care

and well-being of its residents.

     40.1-8.6-3. Appropriations. – There is hereby appropriated, out of any money in the

treasury not otherwise appropriated for the fiscal year 2016-2017, the sum of two hundred and

ninety-five thousand dollars ($295,000) to the mental health consumer advocates of Rhode Island

and the oasis wellness and recovery center; and the state controller is hereby authorized and

directed to draw his orders upon the general treasurer for the payment of said sum, or so much

thereof as may be from time to time required, upon receipt of properly authenticated vouchers.

     SECTION 2. This act shall take effect upon passage.

BY THE LEGISLATIVE COUNCIL

     This act would make an appropriation of two hundred ninety-five thousand dollars

($295,000) for the mental health consumer advocates of Rhode Island and the Oasis wellness and

recovery center for fiscal year 2016-2017.

     This act would take effect upon passage.
