CONGRATULATING ROY HEATON, PH.D., ON HIS RETIREMENT FROM THE STATE | |
OF RHODE ISLAND AFTER TWENTY-NINE YEARS OF DEDICATED SERVICE TO THE | |
CITIZENS OF RHODE ISLAND | |

1 | WHEREAS, Roy Heaton, Ph.D., is retiring from the State of Rhode Island after twenty- |
2 | nine years of exemplary service to our state as a Teacher, Researcher, Chemist, Senior Chemist, |
3 | and finally as a Principal Environmental Scientist; and |
4 | WHEREAS, Dr. Heaton attained a Bachelor of Science degree in Chemistry from the |
5 | University of Massachusetts, Amherst, in 1971. He attained a Master's degree in Education from |
6 | the University of Hartford in 1973, and a Ph.D. in Analytical Chemistry from the University of |
7 | Rhode Island in 1986; and |
8 | WHEREAS, In 1990, Dr. Heaton began working with the Air Pollution Laboratory of the |
9 | Rhode Island State Health Laboratories. He was hired to improve the state's air monitoring |
10 | capabilities and one of his principal duties was to set up new air monitoring systems and to |
11 | validate the laboratory's air monitoring data prior to submitting it to the DEM Air Monitoring |
12 | Program and the EPA Air Now National database. He was also instrumental in establishing the |
13 | state's laboratory and field aspects of various air monitoring programs including Air Toxics, |
14 | Photochemical Air Monitoring Stations (PAMS), National Core Monitoring Stations (NCORE), |
15 | criteria gases, and meteorological monitoring. In addition, he participated in particle pollution |
16 | monitoring programs; and |
17 | WHEREAS, Dr. Heaton has served as a member of the Monitoring and Assessment |
18 | Committee of NESCAUM (Northeast States for Coordinated Air Use Management), and is |
19 | widely recognized by his peers on the national level as being an expert in the analytical chemistry |

1 | of air quality monitoring. He has worked tirelessly throughout his exemplary professional career |
2 | to assist the national effort to protect the ozone layer, reduce acid rain and toxic pollutants, and to |
3 | improve air quality and visibility; and |
4 | WHEREAS, Dr. Heaton is also an esteemed teacher and researcher. He taught chemistry |
5 | at the upper-secondary level in the British educational system from 1972 to 1976. He held various |
6 | research and teaching assistant positions within the Chemistry Department at the University of |
7 | Rhode Island from 1976 to 1985, and he served as a Research Associate at the Graduate School |
8 | of Oceanography at the University of Rhode Island from 1985 to 1989. Finally, he served as a |
9 | Visiting Assistant Professor of Chemistry at Connecticut College from 1989 to 1990; now, |
10 | therefore be it |
11 | RESOLVED, That this House of Representatives of the State of Rhode Island and |
12 | Providence Plantations hereby congratulate Roy Heaton, Ph.D. on his retirement from the State of |
13 | Rhode Island after twenty-nine years of distinguished and devoted service to the citizens of |
14 | Rhode Island. We wish him a most happy retirement and continued success in all his future |
15 | endeavors; and be it further |
16 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
17 | transmit a duly certified copy of this resolution to Roy Heaton, Ph.D. |
