A N   A C T

RELATING TO TAXATION - LEVY AND ASSESSMENT OF LOCAL TAXES

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 44-5 of the General Laws entitled "Levy and Assessment of Local

Taxes" is hereby amended by adding thereto the following section:

     44-5-85. Levy of taxes by the Foster-Glocester regional school district. -- (a) Effective

July 1, 2016, the Foster-Glocester regional school district (hereinafter referred to as the "regional

school district"), shall have authority to levy taxes to support both core and non-core educational

activities and expenses. The tax to be levied shall constitute the regional school district's local

share of the foundation education aid budget, as calculated pursuant to the provisions of chapter

7.2 of title 16.

     (b) The provisions of this section shall not diminish or minimize the determination of the

state's share of foundation education aid due to the regional school district pursuant to §16-7.2-4.

     (c) The tax collectors for the towns of Foster and Glocester shall provide to the Foster-

Glocester regional school committee a list containing the full and fair valuation of each property

class in each town. The tax administrator for the regional school district, with the approval of the

members of the regional school committee, shall annually determine the percentage of the tax

levy to be apportioned to each class of property and shall annually apply tax rates sufficient to

produce the proportion of the total tax levy in the towns of Foster and Glocester. The tax shall be

levied by the regional school district. The towns of Foster and Glocester shall not levy any local

property or excise tax upon the taxpayers of said towns for educational aid.

     SECTION 2. This act shall take effect upon passage.

     This act would enable the Foster-Glocester Regional School District to set tax rates and

levy taxes to pay for the district's local share of educational aid.
