CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY THE TOWING | |
STORAGE ACT'S PROVISIONS RELATIVE TO POLICE SEIZURES OF VEHICLES | |

1 | RESOLVED, That a special legislative commission be and the same is hereby created |
2 | consisting of seven (7) members: two (2) of whom shall be members of the Rhode Island House |
3 | of Representatives, to be appointed by the Speaker of the House; one of whom shall be the |
4 | Administrator of the Division of Public Utilities and Carriers, or designee; one of whom shall be |
5 | the Attorney General of Rhode Island, or designee; one of whom shall be a representative of the |
6 | insurance industry, to be appointed by the Speaker; one of whom shall be a representative of the |
7 | towing industry, to be appointed by the Speaker; and one of whom shall be the President of the |
8 | Rhode Island Police Chiefs' Association, or designee. |
9 | In lieu of any appointment of a member of the legislature to a permanent advisory |
10 | commission, a legislative study commission, or any commission created by a General Assembly |
11 | resolution, the appointing authority may appoint a member of the general public to serve in lieu |
12 | of a legislator, provided that the majority leader or the minority leader of the political party which |
13 | is entitled to the appointment consents to the member of the general public. |
14 | The purpose of said commission shall be to make a comprehensive study and provide |
15 | recommendations on the Towing Storage Act's provisions relative to police seizures of vehicles. |
16 | Forthwith upon passage of this resolution, the members of the commission shall meet at |
17 | the call of the Speaker of the House and organize and shall select a chairperson from among the |
18 | legislators. |
19 | Vacancies in said commission shall be filled in like manner as the original appointment. |

1 | The membership of said commission shall receive no compensation for their services. |
2 | All departments and agencies of the state, shall furnish such advice and information, |
3 | documentary and otherwise, to said commission and its agents as is deemed necessary or |
4 | desirable by the commission to facilitate the purposes of this resolution. |
5 | The Speaker of the House is hereby authorized and directed to provide suitable quarters |
6 | for said commission; and be it further |
7 | RESOLVED, That the commission shall report its findings and recommendations to the |
8 | House of Representatives no later than January 4, 2017, and said commission shall expire on |
9 | March 4, 2017. |
