H O U S E   R E S O L U T I O N

CONGRATULATING CAPTAIN JOHN KONDRATOWICZ ON HIS RETIREMENT, ON

SEPTEMBER 1, 2016, FROM THE UNITED STATES COAST GUARD AFTER THIRTY-SIX

YEARS OF EXEMPLARY AND DEVOTED MILITARY SERVICE TO OUR NATION

     WHEREAS, Captain John Kondratowicz, known by many as Captain "KZ", began his

2

distinguished military service to our country in 1980, when he enlisted in the military. He served

3

for a period of time in the United States Coast Guard and the United States Navy before he

4

graduated from Officer Candidate School in Yorktown, Virginia, in December of 1989; and

5

     WHEREAS, Captain Kondratowicz served tours of duty with the Coast Guard Group

6

Eastern Shore at Chincoteague, Virginia, from 1989 to 1991, and with the Fifth Coast Guard

7

District in Portsmouth, Virginia, from 1991 to 1993. From 1993 to 1996, he served as the

8

Commanding Officer of Coast Guard Station Sandy Hook, New Jersey; and

9

     WHEREAS, Captain Kondratowicz, thanks to his specialty in maritime security

10

operations and response, was assigned to Coast Guard Atlantic Area from 1996 to 2000, serving

11

as the Assistant Chief for the Port Security Section. From 2000 to 2003, he served as the

12

Operations Officer at Coast Guard Group Woods Hole; and

13

     WHEREAS, From 2003 to 2007, Captain Kondratowicz commissioned and became the

14

first Commanding Officer of Maritime Safety and Security Team Boston. He guided and led 92

15

persons and helped direct maritime security responses to key national events including the United

16

Nations Assembly, the Presidential Inauguration and Super Bowl XXXIX; and

17

     WHEREAS, From 2007 to 2008, Captain Kondratowicz served as the United States

18

Coast Guard's Liaison to the Navy Warfare Develop Command, where he coordinated the

19

development of significant joint service and international warfare doctrine as it related to the

United States Military's role in the homeland security mission. From 2008 to 2011, he served as

2

the Deputy Sector Commander in Southeastern New England, and from 2011 to 2013 he served

3

as the United States Coast Guard's Service Advisor to the United States Naval War College in

4

Newport, Rhode Island; and

5

     WHEREAS, Since April of 2013, Captain Kondratowicz has been serving as the

6

Commander of Sector Southeastern New England. In this capacity, he serves as the Captain of the

7

Port and the Officer in Charge, Marine Inspection, of an area that includes Rhode Island,

8

Southeast Massachusetts, Cape Cod, and the Islands of Martha's Vineyard and Nantucket. He

9

oversees the execution of Coast Guard missions by eight Coast Guard small boat stations, two

10

aids to navigation teams, two marine safety detachments, and two sector offices. Captain

11

Kondratowicz has under his command, 462 active duty personnel, 110 reserve duty personnel, 19

12

civilian personnel, and 1,270 auxiliary personnel; and

13

     WHEREAS, Captain Kondratowicz attained a Bachelor of Science degree in Business

14

Administration from Charter Oak State College, and a Master of Arts degree in National Security

15

and Strategic Studies from the Naval War College; now, therefore be it

16

     RESOLVED, That this House of Representatives of the State of Rhode Island and

17

Providence Plantations hereby congratulates Captain John Kondratowicz on his retirement from

18

the United States Coast Guard after thirty-six years of exemplary and devoted military service to

19

our nation. We wish him a most happy retirement and continued success in all his future

20

endeavors; and be it further

21

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

22

transmit a duly certified copy of this resolution to Captain John Kondratowicz, United States

23

Coast Guard.
