HONORING EXECUTIVE DIRECTOR DANIEL L. BEARDSLEY, JR., ON THE OCCASION | |
OF HIS RETIREMENT AFTER 42 YEARS OF DISTINGUISHED SERVICE WITH THE | |
RHODE ISLAND LEAGUE OF CITIES AND TOWNS | |

1 | WHEREAS, For the past twenty-seven years, Dan Beardsley has served as the Executive |
2 | Director of the Rhode Island League of Cities and Towns, tirelessly and effectively guiding and |
3 | advocating for the state's 39 municipalities with wisdom, foresight, and consummate skill; and |
4 | WHEREAS, The League's fundamental role and primary mission is legislative advocacy |
5 | of the collective interests of its membership. Since joining the League's staff in 1974, Mr. |
6 | Beardsley has been the face and chief legislative lobbyist of the Rhode Island League of Cities |
7 | and Towns at the State House, juggling the interests of the state's diverse municipalities while |
8 | protecting the taxpayers of the state. He also serves as the League's advocate on some twenty-six |
9 | boards and commissions; and |
10 | WHEREAS, Mr. Beardsley attained his Bachelor's degree in Political Science, and his |
11 | Master's degree in Public Administration. Prior to joining the staff of the League, while still |
12 | attending graduate school, he was appointed to serve as deputy administrator of a federally- |
13 | funded program designed to improve personnel management for local governments. Within six |
14 | months, he was named Director, a position he held until joining the League; and |
15 | WHEREAS, In 1990, while serving as Executive Director, Mr. Beardsley proposed the |
16 | creation of an intergovernmental risk-sharing pool to provide workers' compensation and |
17 | property/liability insurance to school departments and local governments. Currently, 82 percent |
18 | of Rhode Island's school districts and 89 percent of its political subdivisions utilize that program |
19 | in order to obtain their insurance coverage; and |

1 | WHEREAS, The League's experience in the creation of this intergovernmental insurance |
2 | pool served as a blueprint for the eventual creation of the R.I. Energy Aggregation Program in |
3 | July of 1999; and |
4 | WHEREAS, In addition to his responsibilities with the League, Mr. Beardsley has served |
5 | as an adjunct professor of collective bargaining and public sector labor relations at Bryant |
6 | University; and |
7 | WHEREAS, Under Mr. Beardsley's diligent leadership, the Rhode Island League of |
8 | Cities and Towns has functioned as a guiding force for the economic well-being of our |
9 | communities, and he will most surely be missed and impossible to replace; now, therefore be it |
10 | RESOLVED, That this House of Representatives of the State of Rhode Island and |
11 | Providence Plantations hereby honors and recognizes Daniel Beardsley on the occasion of his |
12 | retirement. We moreover acknowledge the enormous contributions he has made to improving the |
13 | vitality of Rhode Island's 39 municipalities and extend our collective thanks and wish him the |
14 | very best of health and continued success; and be it further |
15 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
16 | transmit a duly certified copy of this resolution to Mr. Daniel L. Beardsley, Jr. |
