S E N A T E   R E S O L U T I O N

RESPECTFULLY REQUESTING THE GOVERNOR OF THE STATE OF RHODE ISLAND

AND THE DIRECTOR OF THE DEPARTMENT OF ADMINISTRATION TO CONSIDER

AND IMPLEMENT SECURE PAYMENT TECHNOLOGY THROUGHOUT STATE

GOVERNMENT AND SERVICES

     WHEREAS, Identity crimes, including credit, debit, and other payment card fraud

2

continue to plague consumers and the country’s economic activities; and

3

     WHEREAS, In many states, including Rhode Island, banks are issuing chip-and-

4

signature cards, that do not require a PIN. These cards are far less secure because signatures can

5

be easily forged, in fact, the Federal Reserve has reported that transactions utilizing a card

6

containing a PIN are up to 700 percent more secure; and

7

     WHEREAS, On October 17, 2014, President Obama signed an executive order making

8

chip-and-PIN technology the standard for the federal government’s card-based transactions; and

9

     WHEREAS, As of January 1st of 2015, government payment cards, equipped with chip-

10

and-PIN technology were issued, and an EMV card-replacement program began for existing

11

government payment cards; and

12

     WHEREAS, Rhode Island government and Rhode Island’s financial institutions need to

13

follow the lead of our federal government and provide both the private and public sectors in our

14

state with the very best consumer financial security available; now, therefore be it

15

     RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations

16

hereby respectfully requests the Governor and the Director of the Department of Administration

17

to consider and implement secure payment technology throughout state government and its

18

services; and be it further

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

2

transmit duly certified copies of this resolution to Governor Gina Raimondo and the Director of

3

the Rhode Island Department of Administration.
