It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Chapter 42-64.13 of the General Laws entitled "Rhode Island Regulatory |
2 | Reform Act" is hereby amended by adding thereto the following section: |
3 | 42-64.13-11. Statewide solar permitting. -- (a) No later than December 31, 2016, the |
4 | office of regulatory reform in consultation with the task force established in subsection (b) of this |
5 | section, shall prepare and submit to the governor, the senate president and the speaker of the |
6 | house, a report with recommendations for a statewide permitting process for small residential and |
7 | small commercial roof-top solar projects. |
8 | (b) The office of regulatory reform shall establish a task force and appoint members and, |
9 | at a minimum, shall include: |
10 | (1) The commissioner of the office of energy resources, or designee; |
11 | (2) At least five (5) municipal representatives; and |
12 | (3) A representative from a clean energy regional business association. |
13 | (c) Implementation. The commissioner of the office of energy resources in consultation |
14 | with the director of the office of regulatory reform shall submit to the governor, the senate |
15 | president, and the speaker of the house, proposed legislation establishing a statewide permitting |
16 | process as recommended in the report issued pursuant to subsection (a) of this section no later |
17 | than January 31, 2017. |
