PROCLAIMING APRIL 28, 2016, TO BE "NATIONAL UTILITY CONTRACTORS | |
ASSOCIATION OF RHODE ISLAND DAY" | |

1 | WHEREAS, National Utility Contractors Association of Rhode Island (NUCARI) was |
2 | founded in 1973, and represents over two hundred Member Contractors, Associate Members, |
3 | Institutional Members and Professional Members which serve the underground utility |
4 | construction industry with the mission of promoting safety and responsible installation and |
5 | rehabilitation of new and existing underground utility infrastructure consisting of water, sewer, |
6 | gas, electrical, telecommunications, water and wastewater treatment plants, dams, and landfills; |
7 | and |
8 | WHEREAS, NUCARI brings the underground utility construction industry, |
9 | policymakers, and stakeholders together as they focus on long-range underground utility |
10 | infrastructure development; and |
11 | WHEREAS, The terrible developments in Flint, Michigan, have clearly demonstrated the |
12 | critical need to repair, maintain and rehabilitate underground utilities, particularly safe water |
13 | delivery; and |
14 | WHEREAS, NUCARI advocates for robust government services, which focus on damage |
15 | assessment, prevention issues, and convene discussion on responsible and safe installation; and |
16 | WHEREAS, NUCARI is composed of a diverse membership of recognized licensed |
17 | utility contractors, site developers, engineers, heavy equipment dealers, equipment suppliers, law |
18 | firms, insurance bonding agents, and anyone with an interest in underground utility contracting in |
19 | Rhode Island; and |

1 | WHEREAS, NUCARI delivers this mission through the platforms of advocacy, |
2 | education, and information by working with elected officials, administrators, and professional |
3 | staff of all municipalities and stakeholders in conjunction with state agencies, including |
4 | legislative and executive leadership; and |
5 | WHEREAS, NUCARI is proactively involved in the formulation of policy and legislation |
6 | critical to the utility construction industry by addressing safety issues, regulatory compliance, and |
7 | underground utility infrastructure needs within the State of Rhode Island; and |
8 | WHEREAS, NUCARI continues to increase its efforts to educate stakeholders, |
9 | policymakers, and elected officials statewide; and |
10 | WHEREAS, NUCARI will host its inaugural NUCARI Day on April 28, 2016, to raise |
11 | awareness on the need for safety in the industry, to convey that message to members of the Rhode |
12 | Island General Assembly, and allow interaction with policymakers at every level; now, therefore |
13 | be it |
14 | RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations |
15 | hereby commends NUCARI for its efforts in promoting safe and responsible installation of |
16 | underground utilities in the State of Rhode Island and recognizes April 28, 2016, as NUCARI |
17 | Day in the State of Rhode Island; and be it further |
18 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
19 | transmit duly certified copies of this Resolution to the Honorable Governor of the State of Rhode |
20 | Island, Gina Raimondo, and the Honorable Rhode Island Secretary of State, Nellie Gorbea, and |
21 | Tony Raposo, President of NUCARI. |
