A N   A C T

RELATING TO LABOR AND LABOR RELATIONS -- FIREFIGHTERS' ARBITRATION

     Introduced By: Representatives Carnevale, McKiernan, O'Brien, Almeida, and

     Date Introduced: February 11, 2016

     Referred To: House Labor

     It is enacted by the General Assembly as follows:

     SECTION 1. Section 28-9.1-13 of the General Laws in Chapter 28-9.1 entitled

"Firefighters' Arbitration" is hereby amended to read as follows:

     28-9.1-13. Request for collective bargaining. -- Whenever wages, rates of pay, or any

other matter requiring appropriation of money by any city or town are included as a matter of

collective bargaining conducted under the provisions of this chapter, it is the obligation of the

bargaining agent to serve written notice of request for collective bargaining on the corporate

authorities at least one hundred twenty (120) days before the last day on which money can be

appropriated by the city or town to cover the contract period which is the subject of the collective

bargaining procedure the expiration of the collective bargaining procedure.

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

RELATING TO LABOR AND LABOR RELATIONS -- FIREFIGHTERS' ARBITRATION

     This act would require that when wages or rates of pay for firefighters require an

appropriation of money by a municipality and are subject to collective bargaining, the bargaining

agent would be required to serve written notice of a request for collective bargaining at least one

hundred twenty (120) days prior to the expiration of the collective bargaining agreement.

     This act would take effect upon passage.
