RELATING TO HEALTH AND SAFETY - RHODE ISLAND RESOURCE RECOVERY

CORPORATION

     

     Introduced By: Senators Felag, McCaffrey, Picard, Jabour, and Walaska

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 23-19 of the General Laws entitled "Rhode Island Resource

Recovery Corporation" is hereby amended by adding thereto the following section:

     23-19-24.1. Solid waste diversion - Economic impact and strategies reporting. --

4

(a) On or before January 1, 2018, the corporation shall submit to the governor, the senate

5

president and the speaker of the house, a study of the economic impact of Rhode Island recycling

6

related industries. The study shall include, but not be limited to, direct and indirect jobs created,

7

direct and indirect economic impacts, and the potential economic benefits of achieving the state's

8

fifty percent (50%) diversion goal.

     (b) On or before January 1, 2018, the corporation shall submit to the governor, the senate

10

president and the speaker of the house, a report that provides strategies to achieve the state's fifty

11

percent (50%) diversion goal, including the following:

12

     (1) A review and update of the state's current diversion rate;

13

     (2) Identification of problematic waste streams and sources and recommendations on

14

handling those waste streams and sources;

15

     (3) Evaluation of current programs and their effectiveness, and recommendations for

16

changes to those programs.

     SECTION 2. This act shall take effect upon passage.

     This act would require reporting by the resource recovery corporation on the economic

impact of the Rhode Island recycling related industries, including the impact of diversion goal

3

requiring that fifty percent of the state's solid waste be diverted using various recycling

4

techniques.

     This act would take effect upon passage.
