A N   A C T

RELATING TO ANIMALS AND ANIMAL HUSBANDRY- NUMBER OF CATS ALLOWED

     

     Introduced By: Senators Jabour, Pearson, Ciccone, Lombardi, and Kettle

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 4-22 of the General Laws entitled "Cat Identification Program" is

hereby amended by adding thereto the following section:

     4-22-3.1. Maximum number of cats allowed. -- (a) It shall be unlawful for any person

4

or persons at the same address to own or keep more than ten (10) cats at the same address unless

5

the premises are lawfully used for a kennel or pet shop or the person or persons have received

6

written permission to own or keep said animals from the municipality in which the premises is

7

located.

     (b) Any person or person seeking to own or keep more than ten (10) cats at the address

9

must make application to and receive written permission from the municipality in which the

10

premises is located in a manner provided for by the municipality.

     (c) Municipalities shall establish an application for a license to own or keep more than

12

ten (10) cats at the same address in accordance with the provisions of this section.

13

     (d) Nothing contained herein shall restrict, prevent or preempt municipalities from

14

adopting ordinances that restrict the number of cats a person or persons may own or keep at the

15

same address to a number less than ten (10).

     (e) Any person found in violation of the provisions of this section shall be subject to the

17

penalties contained in ยงยง4-13-1 and 4-22-7.

     SECTION 2. This act shall take effect upon passage with the enforcement to commence

2

six (6) months from the date of passage.

BY THE LEGISLATIVE COUNCIL

     This act would limit the number of cats per household to ten (10) without special

2

permission.

     This act would take effect upon passage with the enforcement to commence six (6)

4

months from the date of passage.
