RELATING TO ANIMALS AND ANIMAL HUSBANDRY - LIVESTOCK DEALERS

     It is enacted by the General Assembly as follows:

     SECTION 1. Section 4-7-2 of the General Laws in Chapter 4-7 entitled "Livestock

Dealers" is hereby amended to read as follows:

     4-7-2. Rules and regulations -- Terms of licenses -- License and renewal fees. -- The

4

director of environmental management may make rules and regulations governing animal care,

5

the issuance of licenses and the carrying out of the licensed business and relative to the

6

maintenance of premises, buildings and conveyances, the health rating of livestock intended for

7

sale, and the method and time of inspection and checking of those animals. In lieu of any rules

8

and regulations adopted under the authority of this chapter, all livestock dealers must comply

9

with the most current livestock welfare and care standards adopted by the Rhode Island livestock

10

welfare and care standards advisory council pursuant to chapter 26 of title 4. Each license shall

11

expire on the thirtieth (30th) day of June of each year. The fee for every license or renewal is one

12

hundred dollars ($100).

     SECTION 2. Sections 4-7-14 and 4-7-16 of the General Laws in Chapter 4-7 entitled

14

"Livestock Dealers" are hereby repealed.

     4-7-14. Vehicle number plates. -- The director shall furnish for each vehicle to be used

16

by a licensee in the business of buying, selling, and/or transporting livestock, two (2) number

17

plates. These plates shall be displayed prominently on the vehicle used in the buying, selling

18

and/or transporting of livestock under this chapter.

     4-7-16. License plate fees. -- The fee for the first license issued to any one individual or

corporation in accordance with this chapter is fifty dollars ($50.00), which entitles the licensee to

2

one set of number plates. The fee for each additional license and set of number plates is twenty-

3

five dollars ($25.00).

     SECTION 3. This act shall take effect upon passage.

BY THE LEGISLATIVE COUNCIL

     This act would modernize provisions of the general laws pertaining to livestock dealers

2

by repealing the statutory requirement that livestock dealers have a DEM-issued numbered

3

license plate, and would require livestock dealers to care for animals in their custody according to

4

standards adopted by the Rhode Island livestock welfare and care standards advisory council.

5

     This act would take effect upon passage.
