RELATING TO MILITARY AFFAIRS AND DEFENSE -- MONUMENTS AND

MEMORIALS

     

     Introduced By: Representatives Casimiro, Craven, McLaughlin, Vella-Wilkinson, and
Lancia

     Date Introduced: January 06, 2017

     Referred To: House Veterans` Affairs

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 30-28 of the General Laws entitled "Monuments and Memorials" is

2

hereby amended by adding thereto the following section:

3

     30-28-13. Commemorative flag.

4

     (a) The general assembly shall designate the Honor and Remember flag as the state of

5

Rhode Island's emblem of service and sacrifice by the brave men and women of the United States

6

armed forces who have given their lives in the line of duty.

     (b) The Honor and Remember flag shall be flown at the Rhode Island State House and

8

Veterans Cemetery in Exeter beneath the state flag on Memorial Day, on Gold Star Parents' Day,

9

and during any period of mourning for a Rhode Island member of the armed forces of the United

10

States killed in action or who dies as a result of wounds suffered in action while deployed in a

11

declared or undeclared war when flags are flown at half-staff as directed by the governor.

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

OF

RELATING TO MILITARY AFFAIRS AND DEFENSE -- MONUMENTS AND

MEMORIALS

     This act would designate the Honor and Remember flag as Rhode Island's emblem for

2

service and sacrifice of members in the United States armed forces who have made the ultimate

3

sacrifice in the line of duty. It would require that the flag be flown at the State House and

4

Veterans Cemetery in Exeter beneath the state flag on Memorial Day, Gold Star Parents Day and

5

during any period of mourning for a state resident who has made the ultimate sacrifice when flags

6

are flown at half-staff by order of the governor.

7

     This act would take effect upon passage.
