CREATING A SPECIAL LEGISLATIVE COMMISSION TO EXAMINE PROCEDURE AND | |
PARAMETERS FOR CREATING A RHODE ISLAND SCHOLARSHIP FUND | |

1 | RESOLVED, That a special legislative commission be and the same is hereby created |
2 | consisting of eleven (11) members: four (4) of whom shall be members of the House of |
3 | Representatives, two (2) of whom shall be appointed by the Speaker of the House and two (2) of |
4 | whom shall be appointed by the Speaker of the House in consultation with the House minority |
5 | leader; one of whom shall be the Commissioner of Elementary and Secondary Education, or |
6 | designee; one of whom shall be the President of the Rhode Island Association of Administrators, |
7 | or designee; one of whom shall be the President of the Rhode Island Chapter of the American |
8 | Federation of Teachers, or designee; one of whom shall be the President of the Rhode Island |
9 | Chapter of the National Education Association, or designee; one of whom shall be the President |
10 | of the Rhode Island Association of School Committees, or designee; one of whom shall be the |
11 | President of the Rhode Island Association of School Principals, or designee; and one of whom |
12 | shall be a member of the general public, to be appointed by the Speaker of the House. |
13 | In lieu of any appointment of a member of the legislature to a permanent advisory |
14 | commission, a legislative study commission, or any commission created by a General Assembly |
15 | resolution, the appointing authority may appoint a member of the general public to serve in lieu |
16 | of a legislator, provided that the majority leader or the minority leader of the political party which |
17 | is entitled to the appointment consents to the appointment of the member of the general public. |
18 | The purpose of said commission shall be to study all aspects pertaining to the creation of |
19 | a Rhode Island Scholarship Fund and make recommendations with respect thereto. Without |

1 | limiting the generality of the foregoing, the commission shall examine the Georgia, Kentucky, |
2 | and Tennessee Scholarship funds, and the imposition of financial accounting and regulatory |
3 | requirements. |
4 | Forthwith upon passage of this resolution, the members of the commission shall meet at |
5 | the call of the Speaker of the House and organize and shall select, from among the legislators, a |
6 | chairperson. Vacancies in said commission shall be filled in like manner as the original |
7 | appointment. |
8 | The membership of said commission shall receive no compensation for their services. |
9 | All departments and agencies of the state shall furnish such advice and information, |
10 | documentary and otherwise, to said commission and its agents as is deemed necessary or |
11 | desirable by the commission to facilitate the purposes of this resolution. |
12 | The Speaker of the House is hereby authorized and directed to provide suitable quarters |
13 | for said commission; and be it further |
14 | RESOLVED, That the commission shall report its findings and recommendations to the |
15 | House of Representatives no later than January 29, 2018, and said commission shall expire on |
16 | March 29, 2018. |
