A N   A C T

RELATING TO MOTOR AND OTHER VEHICLES

     Introduced By: Representatives Lima, Ucci, Jacquard, and Fellela

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 31-21 of the General Laws entitled "Stopping, Standing, and

Parking Restrictions" is hereby amended by adding thereto the following section:

     31-21-18. Stopping to exchange items with persons outside a motor vehicle.

     No operator or passenger of any motor vehicle shall stop on any public highway to give

any person any item, including money, or other valuables. Any violation of this section shall be

punishable by a fine of seventy-five dollars ($75.00) for a first offense; one hundred fifty dollars

($150) for a second offense and three hundred ($300) dollars for a third and any subsequent

offense. Provided, however, that during the first three (3) months after the passage of this section,

law enforcement shall issue only a warning to the offending party.

     SECTION 2. This act shall take effect upon passage.

     This act would make it a motor vehicle offense to stop on a public highway in order to

exchange items with a person located outside a motor vehicle.

     This act would take effect upon passage.
