RELATING TO MOTOR AND OTHER VEHICLES - REGISTRATION OF VEHICLES

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 31-3 of the General Laws entitled "Registration of Vehicles" is

hereby amended by adding thereto the following section:

     31-3-113. Special plate for Operation Stand Down RI.

     (a) The administrator of the division of motor vehicles is empowered to make available

5

special motor vehicle registration plates for passenger vehicles based upon the not-for-profit

6

entity, Operation Stand Down RI.

     (b) The special plate shall be displayed upon the same registration number assigned to the

8

vehicle for which it was issued and shall be used in place of and in the same manner as the

9

registration plates issued to the vehicle. The original registration plates for the vehicle shall be

10

removed from the vehicle and the registration certificate for the plates shall be carried in the

11

vehicle, in accordance with §31-3-9. The registration certificate shall be in effect for the special

12

plate.

     (c) Operation Stand Down RI motor vehicle plates shall be the same size as regular motor

14

vehicle plates and shall be designed in conjunction with the division of motor vehicles, with

15

design approval by the Rhode Island state police.

     (d) Operation Stand Down RI plates shall be subject to a minimum prepaid order of at

17

least nine hundred (900) sets of plates per plate type including, but not limited to, passenger and

18

commercial. Operation Stand Down RI plates shall not be issued unless the minimum order

19

requirements are met. The initial order will be handled by Operation Stand Down RI and shall not

be submitted to the division of motor vehicles for production until the minimum order has been

2

met and the proper paperwork submitted to the division. Subsequent Operation Stand Down RI

3

plate orders will be handled by the division of motor vehicles.

     (e) The administrator of motor vehicles shall develop application forms, prepayment

5

procedures and any other procedures deemed necessary to carry out the purposes of this section.

6

     (f) In addition to the regular prescribed motor vehicle registration fee, Operation Stand

7

Down RI plates shall be subject to a forty dollar ($40.00) issuance surcharge.

8

     (g) The forty dollar ($40.00) issuance surcharge shall be allocated as follows: twenty

9

dollars ($20.00) shall be allocated to the general fund and the remaining twenty dollars ($20.00)

10

shall be distributed annually to Operation Stand Down RI in furtherance of its mission to "support

11

our troops: in helping struggling and homeless veterans by offering housing and supportive

12

services necessary to their well-being."

13

     (h) A ten dollar ($10.00) surcharge for subsequent registration renewals shall be allocated

14

to Operation Stand Down RI.

15

     (i) In consideration of the receipt of funds from the registration of Operation Stand Down

16

RI plates, the organization must use any Rhode Island sourced funds in and for the benefit of

17

Rhode Island based charitable organizations.

18

     (j) Operation Stand Down RI will be required to submit an annual accounting report

19

before such monies are distributed.

20

     (k) There shall be no refunds for early cancellation of Operation Stand Down RI plates.

     SECTION 2. This act shall take effect upon passage.

     This act would authorize the division of motor vehicles to issue motor vehicle registration

2

plates for automobiles and/or commercial vehicles having a gross weight of ten thousand pounds

3

(10,000 lbs.) or less for the financial benefit of Operation Stand Down RI in support of the

4

organization’s mission to assist struggling and homeless veterans by offering them housing and

5

supportive services.

6

     This act would take effect upon passage.
