RELATING TO EDUCATION - SCHOOL COMMITTEES AND SUPERINTENDENTS | |

1 | RESOLVED, That a special legislative commission be and the same is hereby created |
2 | consisting of fifteen (15) members: three (3) of whom shall be members of the House of |
3 | Representatives, not more than two (2) of whom shall be from the same political party, to be |
4 | appointed by the Speaker of the House; one of whom shall be the Rhode Island Commissioner of |
5 | Elementary and Secondary Education, or designee; one of whom shall be the President of the |
6 | Rhode Island Association of School Committees, or designee; three (3) of whom shall be |
7 | Superintendents of Rhode Island school districts, one from a small district, one from a medium |
8 | sized district, and one from a large school district, to be appointed by the Executive Director of |
9 | the Rhode Island School Superintendents' Association; one of whom shall be the President of the |
10 | Rhode Island Chapter of the American Federation of Teachers, or designee; one of whom shall be |
11 | the President of the Rhode Island Chapter of the National Education Association, or designee; |
12 | one of whom shall be the Executive Director of the Rhode Island Interscholastic League, or |
13 | designee; one of whom shall be the President of the Rhode Island League of Charter Schools, or |
14 | designee; one of whom shall be the Chair of the Board of Directors at Rhode Island Mayoral |
15 | Academies, or designee; one of whom shall be the Executive Director of the Rhode Island State |
16 | Nurses Association, or designee; and one of whom shall be the President of the Rhode Island |
17 | Medical Society, or designee. |
18 | In lieu of any appointment of a member of the legislature to a permanent advisory |
19 | commission, a legislative study commission, or any commission created by a General Assembly |
20 | resolution, the appointing authority may appoint a member of the general public to serve in lieu |

1 | of a legislator. |
2 | The purpose of said commission shall be to study all aspects involved in changing the |
3 | start time of Rhode Island's public high schools including, but not limited to, the fiscal impact on |
4 | school districts, relevant health and educational issues, and the coordination of state-wide |
5 | afterschool activities, and to make recommendations with respect thereto. |
6 | Forthwith upon passage of this resolution, the members of the commission shall meet at |
7 | the call of the Speaker of the House and organize and shall select, from among the legislators, a |
8 | chairperson. Vacancies in said commission shall be filled in like manner as the original |
9 | appointment. |
10 | The membership of said commission shall receive no compensation for their services. |
11 | All departments and agencies of the state shall furnish such advice and information, |
12 | documentary and otherwise, to said commission and its agents as is deemed necessary or |
13 | desirable by the commission to facilitate the purposes of this resolution. |
14 | The Speaker of the House is hereby authorized and directed to provide suitable quarters |
15 | for said commission; and be it further |
16 | RESOLVED, That the commission shall report its findings and recommendations to the |
17 | House of Representatives no later than January 31, 2018, and said commission shall expire on |
18 | March 31, 2018. |
