	RELATING TO STATUTES AND STATUTORY CONSTRUCTION -- PAYMENT OF
	STATUTORY FEES

	It is enacted by the General Assembly as follows:
1	SECTION 1. Chapter 43-3 of the General Laws entitled "Construction and Effect of
2	Statutes" is hereby amended by adding thereto the following section:
3	43-3-16.1. Payment of statutory fees.
4	Notwithstanding any provision of the general or public laws to the contrary, whenever
5	any state department, agency, board, council or commission is authorized or required by statute to
6	collect a fee for any license, permit, registration, certificate or other function, the department,
7	agency, board, council or commission shall be authorized to allow a state approved vendor
8	authorized by law to withhold a commission to develop and implement a web-based system for
9	the electronic filing thereof.
10	SECTION 2. This act shall take effect upon passage.

1	This act would enhance and facilitate the ability of state departments and agencies to
2	implement electronic filing of applications for licenses, permits, registrations, certificates and
3	other functions by authorizing the departments and agencies to allow a state approved vendor
4	authorized by law to withhold a commission for developing and implementing the web-based
5	system for electronic filing.
6	This act would take effect upon passage.
