H O U S E   R E S O L U T I O N

CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY AND MAKE

RECOMMENDATIONS ON THE OCCURRENCE OF MILITARY SEXUAL TRAUMA AND

HARASSMENT IN THE RHODE ISLAND NATIONAL GUARD

     RESOLVED, That a special legislative commission be and the same is hereby created

2

consisting of five (5) members: two (2) of whom shall be members of the Rhode Island House of

3

Representatives, to be appointed by the Speaker of the House; one of whom shall be the Rhode

4

Island Attorney General, or designee; one of whom shall be a member of the general public who

5

is a new-era veteran, to be appointed by the Speaker; and one of whom shall be a member of the

6

general public who formerly served as a Military Judge Advocate, to be appointed by the

7

Speaker.

     In lieu of any appointment of a member of the legislature to a permanent advisory

9

commission, a legislative study commission, or any commission created by a General Assembly

10

resolution, the Speaker of the House may appoint a member of the general public to serve in lieu

11

of a legislator.

     The purpose of said commission shall be to make a comprehensive study and provide

13

recommendations on potential policy, training, and/or preventative measures involving

14

occurrences of military sexual trauma and harassment in the Rhode Island National Guard.

15

     Forthwith upon passage of this resolution, the members of the commission shall meet at

16

the call of the Speaker of the House and organize and shall select a chairperson.

17

     Vacancies in said commission shall be filled in like manner as the original appointment.

18

     The membership of said commission shall receive no compensation for their services.

     All departments and agencies of the state shall furnish such advice and information,

documentary and otherwise, to said commission and its agents as is deemed necessary or

2

desirable by the commission to facilitate the purposes of this resolution.

     The Speaker of the House is hereby authorized and directed to provide suitable quarters

4

for said commission; and be it further

5

     RESOLVED, That the commission shall report its findings and recommendations to the

6

House of Representatives no later than March 6, 2018, and said commission shall expire on May

7

6, 2018.

     This resolution would create a five (5) member special legislative study commission

whose purpose it would be to study and provide recommendations on potential policy, training,

3

and/or preventative measures involving occurrences of military sexual trauma and harassment in

the Rhode Island National Guard, and who would report back to the House no later than March 6,

5

2018, and whose life would expire on May 8, 2018.
