CONGRATULATING DAVID S. LAUTERBACH, MSW, ACSW, LICSW, AND

PRESIDENT/CEO OF THE KENT CENTER FOR HUMAN AND ORGANIZATIONAL

DEVELOPMENT, ON HIS RETIREMENT AFTER MORE THAN FORTY YEARS OF

DISTINGUISHED AND EXEMPLARY SERVICE WITHIN THE BEHAVIORAL HEALTH

PROFESSION

     WHEREAS, David S. Lauterbach, an esteemed behavioral health professional, is retiring

2

after more than forty years of tireless service. He has worked as both a direct service provider and

3

as an administrator within the behavioral health field. He has also served as a consultant locally

4

and nationally on issues relating to efficiently providing care for children and families needing

5

behavioral health assistance. He has also advised leaders on issues related to trauma care and

6

services as well as the treatment of co-occurring disorders; and

7

     WHEREAS, Mr. Lauterbach graduated from Springfield College with a Bachelor's

8

degree in 1968, and the Syracuse University School of Social Work with an MSW degree in

9

1971. While attending school, he worked at Springfield Hospital, Springfield, Massachusetts, in

10

the Psychiatric Unit from 1968 to 1969, and at St Joseph's Hospital, Psychiatric Services, in

11

Syracuse, New York; and

12

     WHEREAS, Mr. Lauterbach's professional career within the behavioral health field

13

began in 1971, when he was hired as a Psychiatric Social Worker at the Guidance Center in New

14

Rochelle, New York. In 1972, he was hired to serve as a Community Services Coordinator for the

15

United Methodist Youth Center in Williamsville, New York. From 1973 to 1979 he was

16

employed in a panoply of administrative positions, including Designer and Director of the

17

Adolescent Demonstration Project, and Supervising Social Worker with the Hutchings

18

Psychiatric Center in Syracuse, New York, as Chief Psychiatric Social Worker for the Madison

County Mental Health Department, and as the Director of Cedar House in Oneida, New York,

2

where he designed and implemented a model rural psycho-social rehabilitation clubhouse based

3

on the Fountain House Model; and

4

     WHEREAS, From 1979 to 1988, Mr. Lauterbach served as an Administrator for the

5

Herbert Lipton Community Mental Health Center in Massachusetts. From 1979 to 1986, he

6

became the Director of the Community Treatment Program and was responsible for delivering a

7

comprehensive Community Support System for persons suffering from mental illness, and their

8

families. From 1986 to 1989, he served as the Associate Executive Director and was responsible

9

for four community-based outpatient clinics with a budget of $5 million dollars. He was also

10

charged with providing executive and clinical leadership to the community mental health center;

11

and

12

     WHEREAS, To the good fortune of the State of Rhode Island and its citizenry, in 1988

13

Mr. Lauterbach was named the President/CEO of the Kent County Center for Human and

14

Organizational Development, a position he has held for more than 28 years. In his leadership

15

position, he has been responsible for the operation of a CARF certified comprehensive

16

community based behavioral healthcare organization that delivers high-quality care in numerous

17

service fields including substance abuse, mental health, housing, educational services and,

18

starting in 2011, primary care. Most importantly, Mr. Lauterbach is a dedicated professional who

19

has worked tirelessly to deliver quality services within a compassionate delivery system to those

20

suffering from behavioral health afflictions and their loved ones. He has been a vocal supporter

21

and advocate on behalf of those in need of better care and has earned the respect, trust and

22

admiration of all those he has worked with and served; and

23

     WHEREAS, Mr. Lauterbach has earned numerous recognitions and awards in honor of

24

his outstanding service including the Outstanding Alumni Award from the Syracuse University

25

School of Social Work in 1996, the B.E.S.T. award for Multi-Agency Collaboration from the

26

Rhode Island Department of Special Education in 1996, the Outstanding Leadership Award from

27

the Warwick Rotary in 1995, and the Non-Profit Leader of the Year Award from the Central

28

Rhode Island Chamber of Commerce in 2002; and

29

     WHEREAS, Mr. Lauterbach has held numerous faculty appointments including serving

30

as an Associate in Psychiatry at the University of Massachusetts Medical School from 1980 to

31

1988, an Adjunct Faculty member at Fitchburg State College, School of Human Services from

32

1986 to 1988, an Adjunct Faculty member at Boston University, School of Social Work, from

33

1985 to 1986, and a Clinical Associate at Boston University, Sargent College, Department of

34

Rehabilitative Counseling; and

     WHEREAS, Mr. Lauterbach has served as a member of numerous charitable and

2

professional organizations including the Rhode Island Council of Community Mental Health

3

Organizations, where he served as President from 1998 to 2000, President/CEO of the Quality

4

Care Company, LLC, from 1999 to 2001, Chairman, Board of Directors, of the Central Rhode

5

Island Chamber of Commerce, Board Member of the Warwick Coalition to Prevent Child Abuse,

6

from 1988 to 1993, Member of the Governor's Advisory Committee on HIV and AIDS, from

7

1995 to 2001, Chair of the Children's Committee, Rhode Island Council of Community Mental

8

Health Organizations, and the Founder of the Coalition for Abuse Recognition and Recovery. He

9

also served many other prominent civil organizations; now, therefore be it

10

     RESOLVED, That this House of Representatives of the State of Rhode Island and

11

Providence Plantations hereby congratulates Mr. David S. Lauterbach on his retirement after forty

12

years of distinguished and exemplary service within the behavioral health profession; and be it

13

further

14

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

15

transmit a duly certified copy of this resolution to Mr. David S. Lauterbach.
