RESPECTFULLY REQUESTING THE RHODE ISLAND DEPARTMENT OF | |
ADMINISTRATION TO STUDY AND PROVIDE RECOMMENDATIONS FOR | |
MAXIMIZING INFORMATION TECHNOLOGY (IT) DEPLOYMENT STRATEGIES IN | |
ORDER TO IMPROVE GOVERNMENT EFFICIENCY | |

1 | WHEREAS, Information Technology (IT) has become an increasingly critical component |
2 | in the efficient operation of state government; and |
3 | WHEREAS, The recent difficulties in the state's deployment of the UHIP/RIBRIDGES |
4 | program serves as a prime mandate to assess the state's procedures pertaining to statewide |
5 | contracting, project management, and information technology outsourcing practices; now, |
6 | therefore be it |
7 | RESOLVED, That this House of Representatives of the State of Rhode Island and |
8 | Providence Plantations hereby requests the Department of Administration (DOA) to conduct a |
9 | study and provide recommendations for maximizing information technology deployment |
10 | strategies for evaluating and improving state IT structure and information technology |
11 | management practices including, but not limited to, standard operational procedures and |
12 | oversight for service proposals, vendor and consultant contracts. The study shall also include an |
13 | inventory of the state's executive departments pertaining to: |
14 | • Major software systems; |
15 | • Vendor lists; |
16 | • Year of purchase; |
17 | • Year of launch; |
18 | • Number of employees using the program; |

1 | • Projected year of replacement, type of upgrade and cost; |
2 | • Current spending on centralized IT; and |
3 | • Current spending on individual departments' IT; and be it further |
4 | RESOLVED, That this House hereby respectfully requests that the DOA works in |
5 | conjunction with the Rhode Island Division of Information Technology, and all other departments |
6 | and agencies of the state, who shall furnish such advice and information, documentary and |
7 | otherwise, as is deemed necessary or desirable to facilitate the purposes of this resolution; and be |
8 | it further |
9 | RESOLVED, That this House hereby requests that the DOA to report its findings and |
10 | recommendations to the House of Representatives no later than January 31, 2018; and be it |
11 | further |
12 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
13 | transmit duly certified copies of this resolution to the Director of the Rhode Island Department of |
14 | Administration and the Chief Information Officer of the Rhode Island Division of Information |
15 | Technology. |
