CONGRATULATING SCITUATE POLICE CHIEF DAVID M. RANDALL ON HIS | |
RETIREMENT AFTER MORE THAN TWENTY-SIX YEARS OF DISTINGUISHED AND | |
EXEMPLARY SERVICE TO THE CITIZENS OF SCITUATE, RHODE ISLAND | |

1 | WHEREAS, David M. Randall was born a third-generation carpenter in Scituate, Rhode |
2 | Island. He followed in his family's footsteps and worked as a carpenter until he felt the call to |
3 | serve our nation. He enlisted in the United States Army in 1985, and served our nation with honor |
4 | from 1985 to 1993 in the United States Army and the Rhode Island National Guard; and |
5 | WHEREAS, Colonel Randall joined the Scituate Police Department on March 12, 1990, |
6 | and thanks to his tireless work ethic and attention to detail, he steadily rose through the ranks and |
7 | earned numerous departmental awards for exceptional police work. He was promoted to Sergeant |
8 | in 1997, was chosen to attend the FBI National Academy in 2001, was promoted to Lieutenant in |
9 | 2006, Captain in 2007, was appointed Acting Chief of Police in July of 2008, and was appointed |
10 | Chief of Police on September 2, 2008, a position he held until February 15, 2017; and |
11 | WHEREAS, As Police Chief, Colonel Randall was responsible for the management of |
12 | the Police Department, the Consolidated Dispatch Center and Animal Control, 26 employees, and |
13 | a budget of more than $2.25 million. He also served on town committees responsible for contract |
14 | and grievance negotiations, human resources, hazard mitigation, and chaired the Town of |
15 | Scituate's Traffic Safety Commission from 2008 to 2017; and |
16 | WHEREAS, Under his direction and guidance, Police Chief Randall was responsible for |
17 | police station upgrades, developed and administered the 1st Professional Standards-Based |
18 | Training Program, developed the Department's 1st Citizen's Police Academy, revised the |
19 | Department's new Officer Field Training Program, devised and implemented a School Resource |

1 | Officer selection process, revised the Juvenile Operations policy, and arranged a coordinated |
2 | project and equipment grant that resulted into the Department receiving a new 800 MHz radio |
3 | system; and |
4 | WHEREAS, Colonel Randall holds a Bachelor of Science degree in Administration of |
5 | Justice and a Master of Science degree in Criminal Justice from Roger Williams University. He |
6 | has been a member of American Legion Post #19 since 2010, and has served as their Commander |
7 | since 2016; now, therefore be it |
8 | RESOLVED, That this House of Representatives of the State of Rhode Island and |
9 | Providence Plantations hereby congratulates Colonel David M. Randall on his retirement from |
10 | the Scituate Police Department after more than twenty-six years of dedicated and exemplary |
11 | service to the citizens of Scituate. We wish him a most happy retirement and continued success in |
12 | all his future endeavors; and be it further |
13 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
14 | transmit a duly certified copy of this resolution to Colonel David M. Randall. |
