S E N A T E   R E S O L U T I O N

EXPRESSING CONDOLENCES ON THE PASSING OF THE HONORABLE KENNETH

CARTER

     WHEREAS, It is with profound sadness and regret that this Senate has learned of the

2

passing of the Honorable Kenneth Carter, a well-respected former member of the Rhode Island

3

House of Representatives and a longtime resident of North Kingstown; and

4

     WHEREAS, Kenneth Carter was the beloved husband of Sylvia (Clark) Carter, the

5

cherished father of four sons, Kenneth, Michael, Mitchell and Matthew, and the very proud

6

grandfather of nine grandchildren. He was born in Scottsboro, Alabama, on September 9th of

7

1933, and was the son of the late John and Bessie Carter, and the brother of the late J.B., Ray and

8

Ralph Carter. He was a graduate and had served as Class President at Jackson County High

9

School; and

10

     WHEREAS, Ken was a loyal and hardworking gentleman. He served his country with

11

courage and valor in the United States Navy and was a respected businessman and the former

12

owner of Schiller's and several other restaurants in Narragansett for many years, and Carter's 19th

13

Hole Restaurant for thirty years; and

14

     WHEREAS, In November of 1992, Representative Carter was elected to serve the people

15

of North Kingstown and Exeter, District 31, in the Rhode Island General Assembly. He diligently

16

served his constituency for nine terms. Earning the unqualified admiration and trust of his peers,

17

Ken was the Chair of the House Committee on Veterans' Affairs and had also served as the Vice-

18

Chair of the House Committee on Finance, Chair of the subcommittee on Public Safety and as a

19

member of the subcommittee on Human Services. In addition, Ken served as a delegate at the

Rhode Island Constitutional Convention in 1986, and was a member of the North Kingstown

2

Democratic Town Committee; and

3

     WHEREAS, Ken was actively involved in community affairs as a member of the Crime

4

Lab Commission, the Board of Governors for Higher Education, the Selective Service

5

Commission, the North Kingstown Fraternal Order of Police, and the Rhode Island Police Chiefs

6

Association; and

7

     WHEREAS, In addition, Ken was a member of numerous organizations that contribute

8

their time and efforts to making Rhode Island a better place to live including: the Elks, the

9

Freemasons, Washington Lodge #5, and the Rhode Island Shriners, where he performed as a

10

clown and jester to the delight of many children and adults alike. He was also a big supporter of

11

local youth sports especially at the high school and little league levels, and was the former

12

President of Pop Warner Football, where he successfully brought home two state Pop Warner

13

Football Championships to the Town of North Kingstown; and

14

     WHEREAS, Our thoughts and hearts hold great empathy and sorrow for the Carter

15

family. He was a truly kind and generous gentleman who enriched the lives of all who knew him,

16

and he will be dearly missed; now, therefore be it

17

     RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations

18

hereby expresses its deepest sympathies on the passing of the Honorable Kenneth Carter. He will

19

forever be remembered by this Senate for his magnanimous spirit and omnipresent good humor,

20

and for his deep commitment and abiding dedication to the citizens of Rhode Island; and be it

21

further

22

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

23

transmit duly certified copies of this resolution to Mrs. Sylvia Carter and Family.
