EXPRESSING SINCERE CONDOLENCES ON THE PASSING OF RICHARD H. COLWELL | |

1 | WHEREAS, It is with utmost sadness that this Senate has learned of the passing of |
2 | Richard H. Colwell, the devoted husband of Heidi A. Colwell, and beloved father of three |
3 | daughters, Priscilla Lundblad, Rebecca Ouellette, and Kathryn McCullough, and three sons, Alan |
4 | Colwell, Jon Colwell, and Gordon Brayton; and |
5 | WHEREAS, Born in Providence, Mr. Colwell was a son of the late Earl and Jennie |
6 | Colwell, and the brother of Nancy Cornwell, and the late Jane Kuhn, Bruce Colwell, and Patricia |
7 | Knight; and |
8 | WHEREAS, Mr. Colwell served our country with honor and was stationed in England |
9 | during World War II. He was a hard-working man and was the owner and operator of RH |
10 | Colwell Inc. for many years before he retired; and |
11 | WHEREAS, An active and contributing member of his community, Mr. Colwell was a |
12 | lifetime volunteer in the Town of Foster, and had spent many hours helping with the design and |
13 | building of the South Foster Fire Station and the planning and building of the Swamp Meadow |
14 | Bridge. He had also been a member of the Foster Preservation Society, a life member of Ionic |
15 | Lodge, a member of Green RI, had served as past President of South Foster Volunteer Fire |
16 | Company, and was a member of the Foster Old Home Days Committee; and |
17 | WHEREAS, Mr. Colwell was active politically and had been elected to the Foster Town |
18 | Council, and served as the past Chairman of Foster Republican Town Committee, and |
19 | Chairperson of the 1st adopted Foster Charter Commission; and |
20 | WHEREAS, In addition to his wife and children, Mr. Colwell was the proud grandfather |

1 | of twelve grandchildren, Jay and Shawn Lundblad, Abigail Smith, Scott, Nathaniel, and Brittany |
2 | Colwell, Sarah Martel, Thomas Ouellette, Jessica Grossi, Benjamin and Jennifer Brayton, and |
3 | Laila McCullough, and fourteen great-grandchildren, plus one on the way; and |
4 | WHEREAS, There is no doubt that Richard Colwell left this world a far better place |
5 | because of his life’s endeavors. He was a steadfast gentleman, whose integrity and determination |
6 | enriched the lives of all who knew him and was an inspiration to us all; now, therefore be it |
7 | RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations |
8 | hereby expresses our deepest sympathies on the passing of Richard H. Colwell; and be it further |
9 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
10 | transmit a duly certified copy of this resolution to Mrs. Heidi A. Colwell and Family. |
