	A N A C T
	VALIDATING AND RATIFYING AN AMENDMENT TO THE HOME RULE CHARTER OF
	THE CITY OF EAST PROVIDENCE

	It is enacted by the General Assembly as follows:
1	SECTION 1. In all respects in which the amendments to the Home Rule charter of the
2	city of East Providence approved and adopted by the electors of the city of East Providence in
3	September, 1954, which amendments were adopted and approved by the electors of the city of
4	East Providence on November 8, 2016, may require ratification, confirmation, validation, or
5	enactment by the general assembly, but in no other respects, the provisions of said amendment to
6	the Home Rule Charter of the city of East Providence are hereby ratified, confirmed, validated
7	and enacted. It is the express intention of the general assembly, by the passage of this act, to give
8	effect to, ratify, confirm, validate and enact those provisions of the said amendment to the Home
9	Rule Charter of the city of East Providence which require ratification, confirmation, validation or
10	enactment and by the passage of this act, the legislature does hereby ratify, confirm, validate and
11	enact said provisions, but nothing in this act shall be construed to abrogate or impair the powers
12	now or hereafter granted to cities and towns by the Home Rule amendment and other applicable
13	laws of the State of Rhode Island or those rights retained by said city of East Providence in its
14	Home Rule Charter.
15	SECTION 2. If any provision of this act, or the application thereof to the City of East
16	Providence or to any person or circumstances is deemed invalid for any reason, the remainder of
17	this act, or the application of such provision to said city or other persons or circumstances shall
18	not be affected thereby, and to this end the provisions of this act are declared to be severable.

1	SECTION 3. This act shall take effect upon passage.

1	This act would validate and ratify amendments to the Home Rule Charter of the city of
2	East Providence, which amendments were adopted and approved by the electors of the city of
3	East Providence on November 8, 2016.
4	This act would take effect upon passage.
