A N   A C T

RELATING TO ANIMALS AND ANIMAL HUSBANDRY -- LIVESTOCK WELFARE AND

CARE STANDARDS ADVISORY COUNCIL

     Introduced By: Representatives Chippendale, Marszalkowski, Bennett, Casey, and Hull

     It is enacted by the General Assembly as follows:

     SECTION 1. Section 4-26-5 of the General Laws in Chapter 4-26 entitled "The Rhode

Island Livestock Welfare and Care Standards Advisory Council Act of 2012" is hereby amended

to read as follows:

     4-26-5. Duties of the council.

     The council shall support and work collaboratively with the department as follows:

     (1) Review and evaluate laws and rules of the state applicable to the care and handling of

livestock as defined in subdivision 4-26-3(6) including, but not limited to:

     (i) The overall health and welfare of livestock species;

     (ii) Agricultural operation best management practices;

     (iii) Biosecurity and disease prevention;

     (iv) Humane transport and slaughter practices; and

     (v) Any other matters the council considers necessary for the proper care and well being

of livestock animals in the state.

     (2) Respond to requests from the legislature for information and comments on proposed

legislation;

     (3) Issue recommendations necessary to achieve these goals;

     (4) Submit policy recommendations to the director and general assembly on any of the

subject matter set forth under subdivision (ii) of this subsection.;

     (5)(i) Conduct public hearings on any bill introduced in the general assembly prior to its

passage provided the bill involves the safety, health and humane environment of livestock; and

     (ii) Present its recommendations to the general assembly explaining the reasons for its

recommendations at all hearings held with regard to the legislation conducted by any committee

of the general assembly.

     SECTION 2. This act shall take effect upon passage.

BY THE LEGISLATIVE COUNCIL

RELATING TO ANIMALS AND ANIMAL HUSBANDRY -- LIVESTOCK WELFARE AND

CARE STANDARDS ADVISORY COUNCIL

     This act would require the livestock welfare and care standards advisory council to

conduct public hearings on legislation involving the safety, health and humane environment of

livestock and present its recommendation at any hearings conducted on the legislation by any

committee of the general assembly.

     This act would take effect upon passage.
