HONORING STEPHEN A. ALFRED ON THE OCCASION OF HIS RETIREMENT AFTER | |
MORE THAN FOUR DECADES OF DEDICATED SERVICE AS TOWN MANAGER OF | |
SOUTH KINGSTOWN, RHODE ISLAND | |

1 | WHEREAS, Stephen A. Alfred has earned the public's respect and utmost gratitude, |
2 | along with the illustrious honor of being the "longest-serving Town Manager" in the State of |
3 | Rhode Island; and |
4 | WHEREAS, In preparation for what would become a stellar career of public service, Mr. |
5 | Alfred attained his Bachelor of Arts degree in Political Science from Providence College and his |
6 | Master's degree in Public Administration from the University of Rhode Island; and |
7 | WHEREAS, In September of 1975, Mr. Alfred was hired as the Administrative Services |
8 | Coordinator for the Town of South Kingstown. Through his dedication and expertise, he was |
9 | soon named Acting Town Manager, and in May of 1977, he was named South Kingstown's Town |
10 | Manager, a position he has held for more than forty years; and |
11 | WHEREAS, In addition to his responsibilities as Town Manager, Mr. Alfred has also |
12 | been a vital and contributing member of numerous professional associations including serving as |
13 | Chair of the Superfund Consortium and full member of the International City/County |
14 | Management, Chair of the Rhode Island Interlocal Risk Management Trust, full member and past |
15 | President of the Rhode Island City and Town Management Association, and Board member, |
16 | Regional Vice President, and Finance Chair of the Rhode Island League of Cities and Towns; and |
17 | WHEREAS, Mr. Alfred has not only earned the respect of his peers, he has also been |
18 | honored with myriad awards throughout his career including, the Paul P. Harris Fellow Award for |
19 | Distinguished Service from the Rotary Club of Wakefield, the John O. Stitely Distinguished |

1 | Public Service Award from the RI Chapter of the American Society for Public Administration, |
2 | the Robert M. Goodrich Distinguished Public Service Award from the Rhode Island Public |
3 | Expenditures Council, and was recognized with a Distinguished Service Award from the Rhode |
4 | Island League of Cities and Towns; and |
5 | WHEREAS, The life and accomplishments of Stephen Alfred stand as testament to his |
6 | commitment to serving his community and has truly earned him the unqualified admiration and |
7 | respect of all who have been privileged enough to know him; now, therefore be it |
8 | RESOLVED, That this House of Representatives of the State of Rhode Island and |
9 | Providence Plantations hereby honors and thanks Stephen A. Alfred on the occasion of his |
10 | retirement after more than forty years of dedicated service as the Town Manager of South |
11 | Kingstown; and be it further |
12 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
13 | transmit a duly certified copy of this resolution to Mr. Stephen A. Alfred. |
