CONGRATULATING DR. PHIL ZARLENGO FOR RECEIVING THE "2017 AARP RHODE | |
ISLAND ANDRUS AWARD FOR COMMUNITY SERVICE" | |

1 | WHEREAS, The AARP's "Andrus Award" is given annually at the state level to those |
2 | who volunteer their time to improve and enhance the lives of the residents in their community; |
3 | and |
4 | WHEREAS, Dr. Phil Zarlengo is a native of Chicopee, Massachusetts. He graduated |
5 | from UMass Amherst with a Bachelor’s degree in Social Science, Brown University with a |
6 | Master’s degree in History, from the University of Connecticut with a Doctorate in Management |
7 | and Evaluation, and attained a Certificate in Public Affairs from Tufts University; and |
8 | WHEREAS, Dr. Zarlengo's exemplary professional career encompasses numerous |
9 | accomplishments. He was the Executive Director of Brown University's National Education |
10 | Research Lab, and developed new models for teacher and school program evaluations for use |
11 | across the nation. He served as an administrator for the Rhode Island Department of Education |
12 | and the Providence School Department where he monitored state and local programs for special |
13 | population children. He currently serves as the CEO of his own management consulting firm |
14 | which evaluates and seeks ways to improve school programs for low achieving students in urban |
15 | schools. He is also a member of the ACE Charter School Board of Directors; and |
16 | WHEREAS, Dr. Zarlengo served as AARP Rhode Island's first State President, where he |
17 | helped hire and develop the original state staff. He was later selected to serve on the AARP |
18 | National Board and served as Board Chair before stepping down in 2012. During his more than |
19 | fourteen years of volunteer service, he was a tireless advocate for the protection of Americans |

1 | aged 50 and older, a passionate defender of Social Security and Medicare, and a committed voice |
2 | in support of improving health care quality and access to all Americans; and |
3 | WHEREAS, In the words of the AARP, Dr. Zarlengo was chosen to receive the 2017 |
4 | AARP Rhode Island Andrus Award for Community Service, AARP’s most prestigious award, in |
5 | honor of his "remarkable service, which has greatly benefited Rhode Islanders, supporting |
6 | AARP's vision and mission, and inspiring other volunteers." State Director Kathleen Connell has |
7 | said that Dr. Zarlengo "was our guiding light when asked to assist in organizing the first AARP |
8 | Rhode Island State Office" and that “his advice was invaluable and his commitment |
9 | extraordinary"; and |
10 | WHEREAS, Dr. Zarlengo currently resides in Jamestown with his wife Charlotte. They |
11 | are the parents of Nancy Gilbert, and her husband Michael, and are the grandparents of Jeffrey, |
12 | Elizabeth and Abigail; now, therefore be it |
13 | RESOLVED, That this House of Representatives of the State of Rhode Island and |
14 | Providence Plantations hereby congratulates Dr. Phil Zarlengo on receiving the "2017 AARP |
15 | Rhode Island Andrus award for Community Service"; and be it further |
16 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
17 | transmit a duly certified copy of this resolution to Dr. Phil Zarlengo. |
