H O U S E   R E S O L U T I O N

CREATING A SPECIAL LEGISLATIVE COMMISSION TO BE KNOWN AS THE "OUT OF

SCHOOL TIME LEARNING COMMISSION"

     RESOLVED, That the Out of School Time Learning Commission be and the same is

2

hereby created consisting of thirteen (13) members: three (3) of whom shall be members of the

3

Rhode Island House of Representatives, not more than two (2) from the same political party, to be

4

appointed by the Speaker of the House; one of whom shall be the President of the National

5

Education Association of Rhode Island, or designee; one of whom shall be the President of the

6

American Federation of Teachers, or designee; one of whom shall be the Rhode Island

7

Commissioner of Elementary and Secondary Education, or designee; one of whom shall be the

8

Director of United Way of Rhode Island, or designee; one of whom shall be the Executive

9

Director of the Providence After School Alliance (PASA), or designee; one of whom shall be the

10

Executive Director of the Boys and Girls Club of Pawtucket, or designee; one of whom shall be

11

the Executive Director of the YMCA of Greater Providence, or designee; one of whom shall be

12

the Chief of Library Services of the Rhode Island Office of Library and Information Services

13

(OLIS), or designee; one of whom shall be the Director of the Rhode Island Partnership for

14

Community Schools – Child Opportunity Zone (COZ), or designee; and one of whom shall be the

15

Department Chairperson of the Rhode Island College School of Education (Youth Development

16

Program), or designee.

      In lieu of any appointment of a member of the legislature to a permanent advisory

18

commission, a legislative study commission, or any commission created by a General Assembly

19

resolution, the appointing authority may appoint a member of the general public to serve in lieu

of a legislator, provided that the Majority Leader or the Minority Leader of the political party

2

which is entitled to the appointment, consents to the member of the general public.

     The purpose of said commission shall be to make recommendations to improve and

4

increase the number of quality out-of-school and learning programs in the state by monitoring the

5

plan and guidelines set forth in § 16-88-3.

     Forthwith upon passage of this resolution, the members of the commission shall meet at

7

the call of the Speaker of the House and organize and shall select a chairperson.

8

     Vacancies in said commission shall be filled in like manner as the original appointment.

9

     The membership of said commission shall receive no compensation for their services.

10

     All departments and agencies of the state shall furnish such advice and information,

11

documentary and otherwise, to said commission and its agents as is deemed necessary or

12

desirable by the commission to facilitate the purposes of this resolution.

     The Speaker of the House is hereby authorized and directed to provide suitable quarters

14

for said commission; and be it further

15

     RESOLVED, That the commission shall report its findings and recommendations to the

16

House of Representatives no later than May 15, 2019, and said commission shall expire on June

17

15, 2019.
