RELATING TO STATE AFFAIRS AND GOVERNMENT - STATE LOTTERY | |

It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Chapter 42-61 of the General Laws entitled "State Lottery" is hereby |
2 | amended by adding thereto the following section: |
3 | 42-61-5.1. Internet sale of lottery tickets. |
4 | (a) Lottery tickets may be sold by or for the lottery division through the use of mobile |
5 | applications by mobile devices or over the Internet. With respect to such sales, the lottery division |
6 | shall provide: |
7 | (1) Age verification measures to be undertaken to block access to and prevent sales of |
8 | lottery tickets to people under the age of eighteen (18) years. Such measures shall include |
9 | requiring players to register for an account at a lottery retailer licensed pursuant to this chapter. |
10 | (2) That lottery purchases shall be limited to transactions initiated and completed within |
11 | the geographic borders of the state of Rhode Island. |
12 | (3) Wager limits for daily, weekly, and monthly amounts for each player and account |
13 | consistent with the best practices in addressing problem gambling. |
14 | (4) A voluntary self-exclusion program for players to self-exclude themselves from |
15 | wagering for set periods of time. |
16 | (b) Owners of retail establishments who have been convicted of a felony within the |
17 | previous ten (10) years which has not been annulled or expunged by a court, or a misdemeanor |
18 | involving falsehood or dishonesty within the previous five (5) years which has not been annulled |
19 | or expunged by a court, shall not be allowed to sell lottery tickets in their retail establishment. |

1 | (c) Fifty percent (50%) of proceeds from the Internet sale of lottery tickets shall go to the |
2 | state pension fund, and fifty percent (50%) of proceeds shall go to the state lottery fund. |
3 | SECTION 2. This act shall take effect upon passage. |
