RELATING TO EDUCATION -- HEALTH AND SAFETY OF PUPILS | |

It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Chapter 16-21 of the General Laws entitled "Health and Safety of Pupils" is |
2 | hereby amended by adding thereto the following section: |
3 | 16-21-37. School security. |
4 | (a) It shall be the duty of the department of elementary and secondary education to |
5 | collaborate with the Rhode Island emergency management agency, state police, state fire marshal, |
6 | the department of behavioral healthcare, developmental disabilities and hospitals, and other safety |
7 | officials to implement school safety provisions, including, but not limited to, any |
8 | recommendations made pursuant to §§ 16-21-23, 16-21-23.1 and 16-21-24, and shall in addition |
9 | to any recommendations made, thereby mandate that: |
10 | (1) All schools include as part of their school safety plan the installation of video |
11 | monitoring system using cameras capable of capturing the image of any person attempting to gain |
12 | access to a school by way of any entrance or exit. |
13 | (2) All schools have an electronic admittance system capable of allowing screening of |
14 | visitors prior to admittance into schools and the system shall require that entry into the school be |
15 | cleared with a school employee prior to access being granted. |
16 | (3) All schools provide in-school security guards provided by the local law enforcement |
17 | agency or private security companies, and which security details shall be provided during all |
18 | school hours. |
19 | (b) Funding for the implementation of this chapter shall be provided by allocating ten |

1 | percent (10%) of any funds appropriated pursuant to § 16-7-34 and directing that those funds be |
2 | used by the commissioner to implement the provisions of this chapter. |
3 | SECTION 2. This act shall take effect upon passage. |
