HONORING ROBERT DONOVAN ON MAY 3, 2018, FOR TWENTY-FIVE YEARS OF | |
DEDICATED SERVICE AS EXECUTIVE DIRECTOR OF THE RHODE ISLAND HEALTH | |
AND EDUCATION BUILDING CORPORATION | |

1 | WHEREAS, Since May of 1993, Robert Donovan, Executive Director of the Rhode |
2 | Island Health and Education Building Corporation (RIHEBC), has devoted his considerable |
3 | talents and energy to improving the economic viability of programs and projects for Rhode |
4 | Island's municipalities, public school districts, and public and private nonprofit educational and |
5 | health care organizations for the past twenty-five years; and |
6 | WHEREAS, The mission of RIHEBC is to assist eligible borrowers in securing funding |
7 | for capital projects, especially tax-exempt debt financing and to provide borrowers with access to |
8 | high quality professional and technical resources, including staff expertise and assistance. In |
9 | 2016, RIHEBC celebrated its 50th year anniversary; and |
10 | WHEREAS, Laying the foundation for his future accomplishments, Mr. Donovan earned |
11 | his Bachelor's degree in Economics from the University of Rhode Island, and his Master of |
12 | Business Administration (MBA) and Certificate of Advance Graduate Studies (CAGS), Finance, |
13 | from Bryant University; and |
14 | WHEREAS, In his capacity as Executive Director of RIHEBC, Mr. Donovan has |
15 | maintained responsibility for the operations of the state-designated issuer of tax-exempt bond |
16 | debt on behalf of private nonprofit health care and educational institutions; and |
17 | WHEREAS, In addition, Mr. Donovan oversees advocacy for the National Association of |
18 | Health and Educational Facilities Finance Authorities and has served as a member of the |
19 | Advisory Committee on Tax Exempt and Government Entities (ACT); and |

1 | WHEREAS, Highly regarded among his peers, in 2017, Mr. Donovan was presented with |
2 | the June Rockwell Levy Annual Public Health Service Award from WellOne Primary Medical |
3 | and Dental Care. He has also been honored with the John J. Cunningham Award, the Small |
4 | Business Advocate Award, and the Commissioner's Award; and |
5 | WHEREAS, Bob Donovan is eminently deserving of the leadership and trust he has been |
6 | afforded and has fully distinguished himself as a person worthy of our recognition and |
7 | admiration; now, therefore be it |
8 | RESOLVED, That this House of Representatives of the State of Rhode Island and |
9 | Providence Plantations hereby thanks and honors Robert Donovan for twenty-five years of |
10 | dedicated service to the people of Rhode Island, and wishes him continued good health, |
11 | fulfillment and success; and be it further |
12 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
13 | transmit a duly certified copy of this resolution to Mr. Robert Donovan. |
