RECOGNIZING AND HONORING PROVIDENCE POLICE CHIEF, COLONEL HUGH T. | |
CLEMENTS, ON HIS INDUCTION INTO THE CLASS OF 2018 "RHODE ISLAND | |
CRIMINAL JUSTICE HALL OF FAME" | |

1 | WHEREAS, The Rhode Island Criminal Justice Hall of Fame was established in 2012 by |
2 | Attorney General Peter Kilmartin to recognize "trailblazers, leaders, and role models" who have |
3 | made significant contributions to improving Rhode Island's criminal justice system. One of the |
4 | 2018 recipients of this prestigious honor is Providence Police Chief, Colonel Hugh Clements; and |
5 | WHEREAS, On May 5th of 1985, Hugh Clements was appointed to the Providence |
6 | Police Department as a night Patrol Officer. Before long, he was transferred to the department's |
7 | vice and drug unit, known as the Special Investigations Bureau. In 1990, Officer Clements was |
8 | once again promoted, becoming a detective working on the night squad, and in 1992, he was |
9 | given the rank of Sergeant in Sub-District 1 in South Providence; and |
10 | WHEREAS, Demonstrating diligence and innate capabilities, Sergeant Clements |
11 | achieved the rank of Lieutenant in 2002, and transferred to the midnight shift of the Patrol |
12 | Bureau. He was later assigned as District Commander overseeing various neighborhoods in the |
13 | City; and |
14 | WHEREAS, In December of 2005, Lieutenant Clements was promoted to Captain, where |
15 | he was responsible for all major crimes operations in the Investigative Division. In 2008, he was |
16 | promoted to Major, and subsequently served as Deputy Chief before being appointed Acting |
17 | Chief, and on January 6, 2012, he was promoted to the rank of Colonel becoming the 37th Chief |
18 | of the Providence Police Department; and |
19 | WHEREAS, Throughout his tenure with the Providence Police Department, Colonel |

1 | Clements has played an active role in myriad major investigations and has consistently exhibited |
2 | commitment to upholding the law and protecting the community. He is a person eminently |
3 | worthy of this illustrious honor, as well as deserving of our utmost admiration and gratitude; now, |
4 | therefore be it |
5 | RESOLVED, That this House of Representatives of the State of Rhode Island and |
6 | Providence Plantations hereby recognizes and congratulates Colonel Hugh Clements on being |
7 | inducted in to the 2018 class of the Rhode Island Criminal Justice Hall of Fame. We commend |
8 | and thank him for his extraordinary achievements and contributions, and wish him continued |
9 | health and success in all his future endeavors; and be it further |
10 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
11 | transmit a duly certified copy of this resolution to Colonel Hugh T. Clements, Chief of the |
12 | Providence Police Department. |
