HONORING REPRESENTATIVE JOY HEARN FOR HER SERVICE TO THE PEOPLE OF | |
THE STATE OF RHODE ISLAND | |

1 | WHEREAS, To the immense good fortune of the people of Barrington and East |
2 | Providence, Joy Hearn chose a life path that would eventually lead to a vocation in public service. |
3 | On November 4th of 2008, she was elected to the Rhode Island House of Representatives, |
4 | representing District 66; and |
5 | WHEREAS, Over the past decade, Representative Hearn has lent her expertise and |
6 | unique insights to myriad legislative committees. Most recently, she is a member of the House |
7 | Committee on Finance and the House Committee on Municipal Government; and |
8 | WHEREAS, As a strong voice on education, Representative Hearn has been instrumental |
9 | in enacting legislation that allocated funds for full-day kindergarten, supported the creation and |
10 | execution of the state’s education funding formula, and is Co-Chair of the Special Legislative |
11 | Commission to Study the Purchase of Textbooks in Public Schools. In addition, she has been a |
12 | driving force behind campaign finance reform, sponsored numerous pro-business initiatives and |
13 | worked tirelessly on the Long Term Care Act, which provides greater protections for residents of |
14 | nursing homes; and |
15 | WHEREAS, Representative Hearn’s commitment to the community includes |
16 | membership on numerous local organizations including being a Board member of TAP IN., a |
17 | member of Barrington Congregational Church, a member of the Coast Guard Auxiliary, and the |
18 | past President of the Barrington Education Foundation; and |
19 | WHEREAS, Representative Hearn is a graduate of Barrington public schools and |

1 | attained her Bachelor of Arts' degree from the State University of New York at Geneseo. She is |
2 | married to Frank Hearn and together they have two children, Sam and Hannah; and |
3 | WHEREAS, Currently, Representative Hearn is a library assistant at Barrington High |
4 | School. She had previously served as a transportation planner for the Executive Office of |
5 | Transportation and Construction in Massachusetts; and |
6 | WHEREAS, Representative Hearn's abiding leadership and outstanding services on |
7 | behalf of the citizens of Rhode Island will long be praised, and we know that in all her future |
8 | endeavors, she will continue to provide strong advocacy for all Rhode Islanders; now, therefore |
9 | be it |
10 | RESOLVED, That this House of Representatives of the State of Rhode Island and |
11 | Providence Plantations hereby joins the family and many friends of Representative Joy Hearn in |
12 | recognizing and celebrating her inspirational career of service to the people of Rhode Island. We |
13 | moreover, wish her continued success, happiness and fulfillment; and be it further |
14 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
15 | transmit a duly certified copy of this resolution to the Honorable Joy Hearn. |
