EXPRESSING CONDOLENCES TO THE MABRAY FAMILY ON THE PASSING OF | |

1 | WHEREAS, Mr. Glenn G. Mabray passed away on November 19, 2017. He was the |
2 | beloved husband of Joyce A. Mabray; and |
3 | WHEREAS, Mr. Mabray was a star athlete in the 1950's growing up in South |
4 | Providence, where he was a member two South Providence championship teams, the 1954 John |
5 | Flynn's Junior Police Squad, and the 1955-56 Richardson Park Team. His exploits in athletics |
6 | continued in high school at LaSalle Academy where he played football and ran track. He then |
7 | attended the University of Rhode Island where he continued to play football; and |
8 | WHEREAS, Mr. Mabray was an Air Force veteran, serving our nation with honor and |
9 | integrity during the Vietnam War. After military service, he became the Director of the South |
10 | Side Boys Club in Providence where he gave much back to the community and helped to develop |
11 | numerous future athletes; and |
12 | WHEREAS, Mr. Mabray later relocated to Washington D.C., when he became a federal |
13 | government employee of the Foreign Service and the State Department over a twenty year period. |
14 | During his distinguished federal service career, Mr. Mabray held positions in Central and South |
15 | America before his 1980 appointment as the Second Secretary and Personnel Officer at the |
16 | United States Embassy in Bridgetown, Barbados, with his duties including service in Antigua, |
17 | Barbados, Trinidad, Guyana, and Surinam. He later went on to serve in the same position and |
18 | capacity in Lagos, Nigeria; and |
19 | WHEREAS, Mr. Mabray retired from federal service in 1989. In "retirement", he served |

1 | as a consultant for the State Department and participated in setting up United States Embassies in |
2 | various locations across the globe. In recognition of Mr. Mabray's exemplary public service |
3 | career, he was awarded the Key to the City of Providence by former Mayor Joseph Paolino, the |
4 | Key to the City of Warwick by former Mayor Joseph Walsh, and received numerous medals from |
5 | the United States Department of State, including the "Secretary's Career Achievement Award", |
6 | and the "Meritorious Honor Award"; and |
7 | WHEREAS, Besides his wife, Joyce, Mr. Mabray leaves behind his daughter, Colleen M. |
8 | Ramos, and her husband, Kim. Mr. Mabray also leaves behind two grandchildren, Joshua G. |
9 | Viera and Matthew P. Willis, and one sister, Joyce Pona. He was the son of the late Deacon |
10 | James G. Mabray, Sr., and Germaine S. Mabray. He was the brother of the late James G. Mabray, |
11 | Jr., Barbara Shaw, Delores Varella, Cleo J. Lopez, and Lois A. Gomes. He was the uncle of ten |
12 | nieces and nephews, and numerous great nieces and nephews; now, therefore be it |
13 | RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations |
14 | hereby expresses its condolences to the Mabray Family on the passing of Mr. Glenn G. Mabray; |
15 | and be it further |
16 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
17 | transmit a duly certified copy of this resolution to Mrs. Joyce A. Mabray. |
