RELATING TO MOTOR AND OTHER VEHICLES - REGISTRATION OF VEHICLES

     

     Introduced By: Senators Lombardo, Kettle, Conley, McCaffrey, and Algiere

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 31-3 of the General Laws entitled "Registration of Vehicles" is

hereby amended by adding thereto the following section:

     31-3-117. Special plate for holders of the Eagle Scout badge.

     (a) The administrator of the division of motor vehicles is empowered to make available

5

special motor vehicle registration plates to be issued to those who have reached the rank of Eagle

6

Scout in the Boy Scouts of America.

     (b) The special plates shall be displayed upon the same registration number assigned to

8

the vehicle for which it was issued, and shall be used in place of and in the same manner as the

9

registration plates issued to the vehicle. The original registration plates for the vehicle shall be

10

removed from the vehicle and returned to the division of motor vehicles. The registration

11

certificate for the plates shall be carried in the vehicle, in accordance with ยง 31-3-9. The

12

registration certificate shall be in effect for the special plate.

     (c) The Eagle Scout motor vehicle plates shall be the same size as regular motor vehicle

14

plates and shall be designed by the Narragansett Council of the Boy Scouts of America in

15

conjunction with the division of motor vehicles and with final approval from the Rhode Island

16

state police.

     (d) The Eagle Scout plates shall be subject to a minimum prepaid order of at least six

18

hundred (600) sets of plates per plate type (i.e., passenger, commercial, etc.). The Eagle Scout

19

plates shall not be issued unless the minimum order(s) requirements are met. The initial order will

be handled by the Narragansett Council of the Boy Scouts of America and shall not be submitted

2

to the division of motor vehicles for production until the minimum order(s) has been met, and the

3

proper paperwork submitted to the division.

     (e) The administrator of the division of motor vehicles shall develop prepayment

5

procedures and any other procedures deemed necessary to carry out the purposes of this section.

6

     (f) In addition to the regular prescribed motor vehicle registration fees, the Eagle Scout

7

plates shall be subject to a forty dollar ($40.00) issuance surcharge.

8

     (g) The forty dollar ($40.00) issuance surcharge shall be allocated as follows:

Twenty dollars ($20.00) shall be allocated to the general fund, and the remaining twenty dollars

10

($20.00) shall be distributed to the Narragansett Council of the Boy Scouts of America. All of the

11

money raised shall be spent in Rhode Island.

     (h) A ten dollar ($10.00) surcharge for subsequent registration renewals will go to the

13

Narragansett Council of the Boy Scouts of America.

14

     (i) The Narragansett Council of the Boy Scouts of America will be required to submit an

15

annual accounting report before such monies are distributed.

16

     (j) There shall be no refunds for early cancellation of the Eagle Scout plates.

17

     (k) In consideration of the receipt of funds from the registration of Narragansett Council

18

of the Boy Scouts of America plates, the organization must use any Rhode Island sourced funds

19

in and/or the benefit of Rhode Island-based charitable organizations.

20

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

     This act would create a special registration plate for holders of the Eagle Scout badge.

2

The forty dollar ($40.00) surcharge for the plates shall be divided between the general fund and

3

the Narragansett Council of the Boy Scouts of America. A ten dollar ($10.00) surcharge for

4

subsequent registration renewals will go to the Narragansett Council of the Boy Scouts of

5

America.

6

     This act would take effect upon passage.
