RELATING TO EDUCATION - OUT OF SCHOOL TIME LEARNING COMMISSION

     

     Introduced By: Senators Satchell, Euer, Metts, Pearson, and Gallo

     It is enacted by the General Assembly as follows:

     SECTION 1. Title 16 of the General Laws entitled "EDUCATION" is hereby amended

by adding thereto the following chapter:

CHAPTER 88.1

4

OUT OF SCHOOL TIME LEARNING COMMISSION

5

     16-88.1-1. Short title.

6

     This chapter shall be known and may be cited as the "Out of School Time Learning

7

Commission".

     16-88.1-2. Out of school time learning commission.

9

     There is hereby created a permanent joint commission to be known as the Rhode Island

10

permanent commission on out of school time learning to consist of seventeen (17) members; three

11

(3) of whom shall be members of the house of representatives, not more than two (2) from the

12

same political party, to be appointed by the speaker; three (3) of whom shall be members of the

13

senate, not more than two (2) from the same political party, to be appointed by the senate

14

president; two (2) of whom shall be teachers or representatives of teachers, one of whom shall be

15

a member of the National Education Association of Rhode Island, to be appointed by the speaker,

16

and one of whom shall be a member of the American Federation of Teachers, to be appointed by

17

the senate president; one of whom shall be the commissioner of elementary and secondary

18

education, or designee; one of whom shall be the director of United Way of Rhode Island, or

19

designee; one of whom shall be the executive director of the Providence After School Alliance

(PASA), or designee; one of whom shall be the chief executive officer of the Boys and Girls Club

2

of Pawtucket, or designee; one of whom shall be the director of the YMCA, or designee; one of

3

whom shall be the chief of library services of the Rhode Island office of library and information

4

services (OLIS), or designee; one of whom shall be the director of the Rhode Island Partnership

5

for Community Schools - Child Opportunity Zone (COZ), or designee; one of whom shall be the

6

department chair of the Rhode Island College School of Education (Youth Development

7

Program), or designee; and one of whom shall be the director of the Newport Community

8

Schools, or designee. There shall be two (2) appointed members designated to serve as co-

9

chairpersons. The speaker shall designate one member as a co-chairperson and the president shall

10

designate one member as a co-chairperson.

     16-88.1-3. Purpose.

12

     The purpose of the commission shall be to improve and increase the number of quality

13

out-of-school and learning programs in the state by monitoring the plan and guidelines set forth in

14

§ 16-88-3 and making recommendations beginning on March 1, 2019 and annually on March 1

15

thereafter to the speaker of the house of representatives, the president of the senate, and the

16

governor.

     SECTION 2. This act shall take effect upon passage.
