AMENDING THE RULES OF THE SENATE

     RESOLVED, that the Rules of the Senate as adopted on March 30th, 2017 as Senate

Resolution 531 Substitute A, as amended, be and they are hereby amended as follows to wit:

     By deleting therefrom Rule 6.10 as it presently appears, to wit:

     6.10 Discharge from Committee.

     No bill shall be taken or called from any such committee, or the committee discharged

6

from the consideration thereof, except:

     Any senator may present a petition, in writing, to discharge a committee from further

8

consideration of a bill which has been in the possession of the committee for thirty (30)

9

legislative days without having been considered, but only one petition on a particular bill may be

10

presented during the course of a session. Prior to presenting the petition, the senator must

11

introduce a resolution of intent to discharge such committee. Such resolution of intent shall

12

contain the bill number and the committee to be discharged. The presiding officer shall cause the

13

resolution of intent to be printed in the journal of the senate. The petition shall be placed in the

14

custody of the presiding officer who shall arrange some convenient place for the signatures of the

15

senators to be placed thereon in the presence of the reading clerk during the hours in which the

16

senate is in session. A signature may be withdrawn by a senator at any time before the petition

17

shall become effective. On the first day of each week, there shall be printed in the journal of the

18

senate the petitions pending under these rules, together with the signatures thereto; provided,

19

however, that as soon as a majority of all the senators elected to the senate shall have affixed their

20

signatures to any such petition to discharge a committee under this rule, the presiding officer shall

cause notice thereof to be given to chair and clerk of the committee to which such bill was

2

referred, and such notice shall, thereupon, automatically discharge the committee from further

3

consideration of the bill and the bill shall be placed upon the calendar in accordance with section

4

7.6 hereof. Nothing contained in this section shall be construed to change the deadline for

5

consideration as specified in section 6.9.

     6.10 Discharge from Committee.

     A majority of members elected to the Senate can direct a written communication to the

8

Presiding Officer requesting that any bill, joint resolution or other business that has been referred

9

to a standing committee, except those assigned to the finance committee, be reported to the full

10

Senate for a floor vote by the members.
