CREATING A SPECIAL LEGISLATIVE COMMISSION TO BE KNOWN AS THE "OUT OF | |
SCHOOL TIME LEARNING COMMISSION" | |

1 | RESOLVED, That the Out of School Time Learning Commission be and the same is |
2 | hereby created consisting of thirteen (13) members: three (3) of whom shall be members of the |
3 | Rhode Island Senate, not more than two (2) from the same political party, to be appointed by the |
4 | President of the Senate; one of whom shall be the President of the National Education |
5 | Association of Rhode Island, or designee; one of whom shall be the President of the American |
6 | Federation of Teachers, or designee; one of whom shall be the Rhode Island Commissioner of |
7 | Elementary and Secondary Education, or designee; one of whom shall be the Director of United |
8 | Way of Rhode Island, or designee; one of whom shall be the Executive Director of the |
9 | Providence After School Alliance (PASA), or designee; one of whom shall be the Executive |
10 | Director of the Boys and Girls Club of Pawtucket, or designee; one of whom shall be the |
11 | Executive Director of the YMCA of Greater Providence, or designee; one of whom shall be the |
12 | Chief of Library Services of the Rhode Island Office of Library and Information Services (OLIS), |
13 | or designee; one of whom shall be the Director of the Rhode Island Partnership for Community |
14 | Schools – Child Opportunity Zone (COZ), or designee; and one of whom shall be the Department |
15 | Chairperson of the Rhode Island College School of Education (Youth Development Program), or |
16 | designee. |
17 | In lieu of any appointment of a member of the legislature to a permanent advisory |
18 | commission, a legislative study commission, or any commission created by a General Assembly |
19 | resolution, the appointing authority may appoint a member of the general public to serve in lieu |

1 | of a legislator, provided that the Majority Leader or the Minority Leader of the political party |
2 | which is entitled to the appointment, consents to the member of the general public. |
3 | The purpose of said commission shall be to make recommendations to improve and |
4 | increase the number of quality out-of-school and learning programs in the state by monitoring the |
5 | plan and guidelines set forth in § 16-88-3. |
6 | Forthwith upon passage of this resolution, the members of the commission shall meet at |
7 | the call of the President of the Senate and organize and shall select a chairperson. |
8 | Vacancies in said commission shall be filled in like manner as the original appointment. |
9 | The membership of said commission shall receive no compensation for their services. |
10 | All departments and agencies of the state shall furnish such advice and information, |
11 | documentary and otherwise, to said commission and its agents as is deemed necessary or |
12 | desirable by the commission to facilitate the purposes of this resolution. |
13 | The Joint Committee on Legislative Services is hereby authorized and directed to provide |
14 | suitable quarters for said commission; and be it further |
15 | RESOLVED, That the commission shall make an interim report on its findings and |
16 | recommendations to the Senate no later than January 31, 2019, and said commission shall make a |
17 | final report no later than January 31, 2020, and shall expire on January 31, 2020. |

1 | This resolution would create a thirteen (13) member special legislative study commission |
2 | to be known as the "Out of School Time Learning Commission" whose purpose it would be to |
3 | make recommendations to improve and increase the number of quality out-of-school and learning |
4 | programs in the state, and who would report back to the Senate no later than January 31, 2020, |
5 | and whose life would expire on January 31, 2020. |
