A N   A C T

RELATING TO ANIMALS AND ANIMAL HUSBANDRY- USE OF ANIMALS IN

MEDICAL SCHOOL LESSON

     

     Introduced By: Representatives Solomon, Lima, Serpa, O'Brien, and Johnston

     Date Introduced: February 01, 2019

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 4-19 of the General Laws entitled "Animal Care" is hereby

amended by adding thereto the following section:

     4-19-11.4. Use of animals in medical school training.

     (a) A medical school may not use a live animal in the medical education or training of

5

their students if there is an alternate teaching method that:

6

     (1) Teaches its chosen medical procedure or lesson without the use of a live animal; and

7

     (2) Is used by at least one other accredited medical school in the state.

     (b) Any person who violates the provisions of this section shall be guilty of a

9

misdemeanor, and upon conviction shall be fined not more than one thousand dollars ($1,000) for

10

each animal used.

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

OF

RELATING TO ANIMALS AND ANIMAL HUSBANDRY- USE OF ANIMALS IN

MEDICAL SCHOOL LESSON

     This act would prohibit a medical school in this state from using a live animal while

2

teaching medical procedures if there is an alternate teaching method utilized by at least one

3

accredited school in the state.

4

     This act would take effect upon passage.
