A N   A C T

RELATING TO CRIMINAL OFFENSES - WEAPONS

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 11-47 of the General Laws entitled "Weapons" is hereby amended

2

by adding thereto the following section:

     11-47-8.2. Certain weapons prohibited.

4

     (a) Definitions. When used in this section the following terms shall have the following

5

meanings:

     (1) "3D printing process" means 3D printing or additive manufacturing which is a

7

process of making three dimensional solid objects from a computer file and shall include any of

8

various processes in which material is joined or solidified under computer control to create a

9

three (3) dimensional object, with material being added together including liquid molecules, or

10

powder grains.

     (2) "Major component" means, with respect to a firearm:

12

     (i) The slide or cylinder or the frame or receiver of the firearm; and

13

     (ii) In the case of a rifle or shotgun, includes the barrel of the firearm.

14

      (b) It shall be unlawful for any person to manufacture, import, sell, ship, deliver, possess,

15

transfer, or receive any firearm that:

16

     (1) After removal of all parts, other than a major component, is not as detectable by walk-

17

through metal detectors commonly used at airports or other public buildings; or

18

     (2) Any major component of which, if subjected to inspection by the types of detection

19

devices commonly used at airports or other public buildings for security screening, would not

generate an image that accurately depicts the shape of the component.

     (3) Is manufactured wholly of plastic, fiberglass, or through a 3D printing process.

     (c) Any person who violates this section shall be punished by imprisonment of not more

4

than ten (10) years, or by a fine of not more than ten thousand dollars ($10,000), or both.

     SECTION 2. This act shall take effect upon passage.

     This act would prohibit the manufacturing, importation, sale, shipment, delivery,

2

possession, or transfer of any firearm that is undetectable by metal detectors commonly used at

3

airports and public buildings including 3D printed firearms as defined herein.

4

     This act would take effect upon passage.
