CONGRATULATING EMMA DEWITT COTTER ON ATTAINING HER PH.D. FROM THE

UNIVERSITY OF WASHINGTON

     WHEREAS, It is fitting that this House recognizes those young people who, through

2

their talents and unflagging commitment to excellence, have exalted themselves in both academia

3

and in their communities; and

4

     WHEREAS, Emma Dewitt Cotter, daughter of our colleague, Beth Cotter, has already

5

distinguished herself with a profundity of honors and accomplishments. She graduated from

6

LaSalle Academy in 2010, and earned her Bachelor’s degree from Case Western Reserve

7

University. She also served this House as a page while attending High School; and

8

     WHEREAS, At the 2019 Commencement Ceremonies, Ms. Cotter will be receiving a

9

Doctor of Philosophy (Ph.D.) in Mechanical Engineering from the University of Washington, one

10

of the major mechanical engineering graduate programs in the United States; and

11

     WHEREAS, Walt Disney once said, "All our dreams can come true...if we have the

12

courage to pursue them." The dreams and aspirations of Emma Dewitt Cotter are flourishing and

13

we are certain her future will contain positive contributions to her community and our state; now,

14

therefore be it,

15

     RESOLVED, That this House of Representatives of the State of Rhode Island and

16

Providence Plantations hereby congratulates Emma Dewitt Cotter on being awarded her Ph.D. in

17

Mechanical Engineering. We moreover wish her fulfillment and continued success, and all the

18

very best that life has to offer; and be it further

19

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

transmit a duly certified copy of this resolution to Ms. Emma Dewitt Cotter.
