EXPRESSING CONDOLENCES ON THE PASSING OF THE HONORABLE RAYMOND W.

FOGARTY

     WHEREAS, The Honorable Raymond Fogarty, a distinguished public servant and former

2

member of the Rhode Island House of Representatives, passed away on September 27, 2018. He

3

was the beloved husband of Phoebe Fogarty for thirty-three years; and

4

     WHEREAS, Raymond Fogarty was born in Providence, the son of the late Raymond and

5

Mary Fogarty. He was a lifelong resident of Harmony. He graduated from LaSalle Academy in

6

1975, and from Bryant University in 1979, with a Bachelor’s degree in accounting; and

7

     WHEREAS, Mr. Fogarty had a long and exemplary career as a public servant. At various

8

times in his life he served as the Executive Director of the Chafee Center for International

9

Business, the Rhode Island Export Assistance Center, and the World Trade Center Rhode Island

10

at Bryant University. As the Executive Director of the Chafee Center, Mr. Fogarty expanded its

11

focus from an exclusively local outlook to a model of private/public enterprise that helped to

12

forge international partnerships, sought out and attained international clients, and helped to

13

provide local businesses with the resources to compete and succeed on the international economic

14

stage; and

15

     WHEREAS, In 2000, the Center received the President’s E-Award, the most prestigious

16

export development recognition award in the country. Mr. Fogarty also played a vital role in the

17

creation of NASBITE, (National Association of Small Business International Trade Educators),

18

and the credentials for the Certified Global Professional designation, which is managed by

19

NASBITE. He was also the founder of Bryant University’s World Trade Day; and

     WHEREAS, In honor and recognition of Mr. Fogarty’s distinguished thirty year

2

international trade career, he was honored in 2016 as the recipient of the NASBITE International

3

John Otis Lifetime Achievement Award; and

4

     WHEREAS, Mr. Fogarty was elected in 1982 to represent his constituents in the Town of

5

Glocester. In his exemplary ten years in the Rhode Island House, he served as the Chair of the

6

Legislative Commission to Study the Tax Structure of the State of Rhode Island and as a member

7

of the Finance Committee and the Joint Committee on Small Business; and

8

     WHEREAS, Mr. Fogarty was devoted to his local community, donating much of his free

9

time in service to the Glocester community. He served as the Co-Chair of the Harmony Hill

10

School Capital Campaign, Co-Chair of the Foster-Glocester Building Committee, and as the

11

Moderator for the Town of Glocester and Harmony Fire Department. Additionally, he served as

12

the Chair of the Small Business Loan Fund and as the Co-Chair of the Rhode Island Industrial

13

Facilities Program for the State of Rhode Island. He also took great pride in honoring the legacy

14

of his late uncle, Congressman John E. Fogarty, by serving on the board of his foundation for

15

persons with intellectual and developmental disabilities; and

16

     WHEREAS, In addition to his wife, Phoebe, Mr. Fogarty leaves behind his children,

17

Raymond Fogarty and his wife, Kailyn, Margaret Fogarty and her fiancé, Michael Coyle, Michael

18

Fogarty and Joseph Fogarty. He also leaves behind his granddaughter, Margaret Fogarty, and his

19

siblings, Elaine Pavao and her husband, Paul, Patricia Petit and her husband, Kevin, Margaret

20

Chella and her husband, Michael, and his sister-in-law Gail Higgins Fogarty. He was the brother

21

of the late Edward M. Fogarty, and leaves behind many nieces, nephews, and cousins; now,

22

therefore be it

23

     RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations

24

hereby expresses its deepest condolences to the Fogarty Family on the passing of the Honorable

25

Raymond W. Fogarty; and be it further

26

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

27

transmit a duly certified copy of this resolution to Mrs. Phoebe Fogarty and Family.
