	RELATING TO STATUTES AND STATUTORY CONSTRUCTION -- PAYMENT OF
	STATUTORY FEES

	It is enacted by the General Assembly as follows:
1	SECTION 1. Chapter 43-3 of the General Laws entitled "Construction and Effect of
2	Statutes" is hereby amended by adding thereto the following section:
3	43-3-16.1. Payment of statutory fees.
4	Whenever any state department, agency, board, council or commission is authorized or
5	required by statute to collect a fee for any license, permit, registration, certificate or other
6	function, the department, agency, board, council or commission shall be authorized to allow a
7	state approved vendor to withhold a commission to develop and implement a web-based system
8	for the electronic filing thereof.
9	SECTION 2. This act shall take effect upon passage.

1	This act would enhance and facilitate the ability of state departments and agencies to
2	implement electronic filing of applications for licenses, permits, registrations, certificates and
3	other functions by authorizing the departments and agencies to allow a state approved vendor to
4	withhold a commission for developing and implementing the web-based system for electronic
5	filing.
6	This act would take effect upon passage.
